La recherche-action nationale sur l’évaluation des situations de handicap d’origine psychique, présentée dans cet article, s’est effectuée dans quinze départements français, a mobilisé trois cents professionnels et sept chercheurs et a porté notamment sur l’évaluation et le suivi de cent vingt situations. Les résultats montrent que l’appréhension globale de la situation dans l’exploration de ses différents domaines de vie (au sens de la CIF) suppose la mobilisation et la mise en tension d’une triple expertise, celle des personnes elles-mêmes, celle des proches et celle des professionnels participant aux services rendus à la personne. Ils montrent aussi que le processus d’évaluation se comprend dans une réorganisation de l’action sanitaire et sociale sur les territoires à partir de la mise en œuvre de stratégies globales et concertées d’intervention avec et auprès des personnes en situation de vulnérabilité psychique.
Chaque année, environ 800 jeunes sous convention avec les services de la protection de l’enfance des conseils départementaux ou des structures habilitées « Aide sociale à l’enfance ( ase ) » sont accueillis dans les Foyers de jeunes travailleurs ( fjt ) gérés par l’ aljt . Le cedias-creai Île-de-France a été missionné par cette association régionale gestionnaire d’une cinquantaine résidences pour l’aider à formaliser les services qu’elle rend à ce public spécifique. Les travaux menés pour ce faire ont abouti plus largement à mieux définir les missions, le rôle et la place de ces structures d’hébergement temporaire dans l’accompagnement des jeunes relevant de la protection de l’enfance.
Au cours des quinze dernières années, le réseau des creai a participé à de nombreux travaux sur l’évaluation, l’accueil, l’accompagnement et l’inclusion sociale des personnes en situation de handicap psychique. Les résultats de l’étude récente, conduite par l’ ancreai sur le soutien apporté par les Services d’aide à domicile ( sad ) à ce public spécifique, viennent corroborer certains enseignements des travaux antérieurs. Elle apporte également des préconisations concrètes pour faire évoluer l’organisation et les pratiques professionnelles de ces services de droit commun, dans la perspective de mieux répondre aux besoins et attentes de ces situations de vulnérabilité en lien avec des troubles psychiques.
