O presente trabalho analisa a transição de regimes cambiais no Brasil através da estimação de um modelo VAR e seus instrumentos. A hipótese inicial é de que ocorreram mudanças na interação entre câmbio, juros, inflação e reservas, além de examinar a pertinência do receio da flutuação cambial. Os resultados indicam a ocorrência de mudanças na dinâmica entre tais variáveis ao se transitar de um regime mais rígido para um mais flexível, corroborando a hipótese inicial. Sumarizando os resultados empíricos, pode-se dizer que ao se comparar os dois regimes cambiais há uma similaridade no caráter exógeno da taxa de câmbio, a importância da taxa de juros no combate inflacionário (contenção de demanda) no regime rígido e a resposta da taxa de juros à inflação (metas de inflação) no regime de câmbio flexível. Quanto ao receio da flutuação, os resultados para o Brasil se afastam daqueles encontrados para outros países que vivenciaram a transição de regimes e o problema de credibilidade parece não ser fundamental ao se transitar para um regime cambial mais flexível.
The main goal of this work is to investigate infl ation determinants taking into account the role of exchange rate regimes, fi scal and monetary policy elements, and also to address the relevance of the international fi nancial crisis and the adoption (or not) of infl ation target. The analysis is developed for a set of 82 economies in the period of 1990-2009. The empirical results for the three periods analyzes (1990 to 2009, 1990 to 1999, and 2000 to 2009), focusing in understanding the relation between exchange rate regime and infl ation reveals a nonconsensual pattern. The evidences also suggests the relevance of other variables for infl ation, including money growth rate, government debt, changes in the real effective exchange rate, real interest rate and lagged infl ation. An additional evidence indicates that infl ation target countries are associated to lower infl ation, but this result is restricted to the period of 1990 to 1999. JEL Codes C33; E31; F31. O objetivo deste trabalho é investigar a importância dos regimescambiais para o crescimento econômico utilizando uma amostra de 82 países, noperíodo de 1970 a 2009, e também avaliar o papel dos diversos tipos de crisesfinanceiras. Os resultados das estimações System GMM indicam que países comregimes de câmbio flexível e intermediários tiveram maiores taxas de crescimentoem comparação com os que adotaram regimes de câmbio rígido/fixo no períodototal (1970 a 2009), porém, tal resultado não é robusto para o período de 1990 a2009. Tal resultado deve estar associado ao fato de que regimes de câmbio flexívele intermediário são menos propensos a estar associados a significativas apreciaçõescambiais que têm impacto negativo sobre o setor exportador. Para o períodopós-1970, o crescimento econômico depende de variáveis como taxa de inflação,anos de educação (proxy para capital humano), termos de troca e taxa de investimento.Já no período pós-1990, a variável gastos do governo como percentualdo PIB (proxy para disciplina fiscal) tem significância estatística e sinal negativo, indicandoque uma maior (menor) disciplina fiscal está associada a maiores (menores)taxas de crescimento econômico. Quanto às diversas crises, estas não tiveramsignificância estatística para o crescimento, com exceção das crises de reversãobrusca nos fluxos de capitais no período pós-1990.
