Apesar da existência de diversos planos regionais, com o objetivo de combater a desertificação, em 2021 a região Centro de Portugal ainda registrou uma perda de cerca de 4% da população face ao censo de 2011. Tratando-se das Aldeias Históricas de Portugal, esse índice chegou à mais de 30% em algumas delas, isso representa um risco à preservação dos aspectos culturais e históricos dessas comunidades. Em busca de soluções para combater o declínio populacional através do planejamento regional integrado, este trabalho foca na aplicação de uma abordagem do ponto de vista da paisagem. Integrando diferentes temas como gestão do patrimônio material e imaterial, sustentabilidade econômica e ambiental, mobilidade e qualificação de espaços públicos e equipamentos urbanos, a partir de cinco níveis de intervenção distribuídos em diferentes escalas, desde o contexto internacional até os centros históricos. O objetivo principal do trabalho é apresentar a paisagem como elemento estruturador do planejamento das aldeias históricas enquanto conjunto de comunidades e não somente como destino turístico.
O presente artigo busca apresentar e discutir alguns dos processos da política pública de habitação no Brasil, especificamente da aplicação do Programa Minha Casa, Minha Vida, nos municípios de Passo Fundo, Carazinho e Marau, no Estado do Rio Grande do Sul - Brasil. Através de uma análise multiescalar, busca compreender a estrutura do Programa e seus impactos territoriais nos municípios que compõe a área em estudo, verificando a aplicação dos recursos para habitação por faixa de renda e como estes se espacializam. Por fim, procura refletir sobre o modelo consolidado no Programa Minha Casa, Minha Vida e seus resultados em relação às políticas de habitação e a configuração espacial do território nos municípios em análise. This article aims to present and discuss some of the public policy processes of housing in Brazil, specifically the Programa Minha Casa, Minha Vida, in the cities of Passo Fundo, Carazinho and Marau, State of Rio Grande do Sul - Brazil. Through an analysis multiscale seeks to understand the program structure and its territorial impacts in the municipalities that make up the study area, to verify the application of resources for housing by income level and how they spacialize. Finally, discuss how the consolidated model in the Programa Minha Casa, Minha Vida, the results for the housing policies, and the spatial configuration of the territory in the municipalities in question.
Este artigo tem como objetivo apresentar e discutir os instrumentos jurídicos, políticos e administrativos do sistema de gestão metropolitana no Brasil e as alterações propostas pelo Estatuto da Cidade -Lei Federal 10.257/01 e, mais recentemente, pelo do Estatuto da Metrópole -Lei Federal 13.089/15, com a introdução de instrumentos de gestão democrática participativa. Propõe analisar os fundamentos da estrutura institucional metropolitana brasileira e seus distintos arranjos e as principais normas urbanas relativas à gestão metropolitana, com vistas a contribuir para ampliar a discussão sobre a evolução dos sistemas e dos modelos de planejamento e de gestão urbanos metropolitanos. O Estatuto da Metrópole busca atualizar o tema da gestão metropolitana, propondo a gestão compartilhada entre Estados e municípios através de Plano de Desenvolvimento Integrado, aprovado por lei estadual. Como estudo de caso, a pesquisa busca avaliar o processo de elaboração do Plano Integrado Metropolitano da Região Metropolitana de Porto Alegre.
This article approaches the implementation of the first Brazilian governmental Social Housing Program in the rural zone of municipalities in Southern Brazil, accomplished with federal resources by means of Caixa Econômica Federal. It discusses the recent National Housing Policy, with the main alterations occurred on the system structure. Following, reports the searching of resources by small farmers of Rio Grande do Sul, joint the official institutions aiming the housing construction in rural areas, since then, the credits were exclusively destined to buildings for agriculture and cattle raising in rural property. From the mobilization of the farmers, the resources were made available by the Federal Government to the achievement of this Pilot Project, in municipal districts of Northern area of the State of Rio Grande do Sul. It was the initial mark of housing credit offering for investments in rural area, which now extends to the whole country, with resources target for the investment in social housing both for the urban zone as rural zone of all municipalities. The information of this article result from empiric data collected in documental sources, in direct consultation to the involved entities in the project; in website researches and recorded interviews with small farmers benefited on this intervention.
