As políticas de habitação do Programa Minha Casa Minha Vida têm produzido habitações sociais no Brasil, gerando núcleos e conjuntos habitacionais em diversas cidades. A maioria dos conjuntos e núcleos está sendo construída em áreas de expansão urbana, gerando apêndices urbanos deslocados do tecido urbano consolidado. O trabalho aborda estudo de caso em Passo Fundo (RS), em conjunto habitacional que combina a construção privada com investimentos públicos, tendo como característica a diversidade de tipologias, tecnologia construtiva racionalizada e a gradual oferta de equipamentos comunitários. A análise é realizada com base métodos e conceitos de valoração integral das áreas habitacionais propostos por Montaner, Muxi e Falagan (2011). Como resultados, verifica-se que mesmo em empreendimentos privados, as ferramentas de “habitar o presente”, que consideram habitação como parte de projeto urbano, podem contribuir para que a morfologia urbana resultante de novas paisagens obtenha melhor qualidade e sustentabilidade, desde que sejam efetivadas as políticas públicas habitacionais correspondentes The housing policies of the Minha Casa Minha VidaProgramme have produced social housing in Brazil, generating urban developments and housing projects in several cities. Most of them are situated in areas of urban sprawl, generating displaced urban appendices of the consolidated urban fabric. This paper presents a case study in Passo Fundo (RS) that combines private construction with public investments, with the characteristic diversity of typologies, building technology and streamlined the gradual provision of community facilities. The analysis is based in methods and concepts of full valuation of residential areas proposed by Montaner, Muxi and Falagan (2011). As a result, it appears that even in private enterprises, the tools "to inhabit the present," that consider housing as part of urban design can contribute to the resulting urban morphology of new landscapes get better quality and sustainability, provided that effect the corresponding public housing policies.
A possibilidade de incluir os estudantes no ensino superior tem como barreira a falta de acessibilidade física nos espaços universitários. A adequação de campi universitários tem sido indicada tanto em diretrizes educacionais internacionais quanto nas brasileiras. A par disso, as normas técnicas dispõem de padrões de acessibilidade para áreas externas e internas. Este trabalho tem como objetivo apresentar os resultados de proposta de adequação do Campus Universitário da Universidade de Passo Fundo, que sofreu intervenção nos espaços urbanos. Após diagnósticos, projetos e intervenções, foi realizada a avaliação pós-ocupação, por meio de questionários on-line. Os resultados demonstram bom grau de conhecimento e interesse sobre acessibilidade pelos usuários da UPF. Enfatizam as questões de acessibilidade e sua importância na garantia de frequência e permanência no ensino superior de pessoas com deficiência.
O trabalho aborda a questão do planejamento e da gestão do território nos municípios brasileiros de menor porte. Trata da construção e transformação do território regional frente à dinamização das áreas municipais, comparando imaginários urbanos, estruturas territoriais, legislação e planejamento focados na regulamentação de questões urbano-ambientais trazidas pela Agenda 21, pelo Habitat, pela Eco 92 e, em particular, pelo Estatuto da Cidade. Como estudo de caso, apresenta a Região do Conselho Regional de Desenvolvimento da Produção (Coredes Produção/Condepro), com 21 municípios, ao norte do Rio Grande do Sul. A pesquisa, baseada em dados secundários, apresenta as características e o resultado dos processos de planejamento destes municípios. Constatou-se que, em muitos destes municípios, as gestões municipais têm buscado atender às metas de planejamento, objetivando a sustentabilidade urbana e o desenvolvimento das funções sociais e comunitárias preconizadas pelo Estatuto da Cidade, buscando garantir a seus cidadãos, o direito a cidades mais justas social e ambientalmente.
As políticas habitacionais brasileiras pautadas pelas diretrizes do Estatuto da Cidade e da Política Nacional de Habitação têm seus desdobramentos concretizados nos estados e municípios, dependendo da disponibilidade de financiamento e das condições específicas de cada localidade. Este trabalho apresenta as políticas públicas e projetos habitacionais desenvolvidos em Passo Fundo, Carazinho e Marau, municípios polo da Região da Produção, Norte do Rio Grande do Sul. Os resultados são parte de projeto de pesquisa financiado, em desenvolvimento com pesquisadores e discentes de graduação e pós-graduação. Utilizaram-se procedimentos de pesquisa documental e de campo, entrevistas e estudos de caso, descrevendo as políticas habitacionais municipais e inventariando os empreendimentos no período 2002-2012. Nesses municípios observaram-se políticas habitacionais descontinuadas e estruturas administrativas precárias, decorrendo de aplicação ainda restrita dos Planos Locais de Habitação e de Interesse das empresas construtoras locais e regionais.
