<span>Image segmentation is often faced by low contrast, bad boundaries, and inhomogeneity that made it difficult to separate normal and abnormal tissue. Therefore, it takes long periodto read and diagnose brain tumor patients. The aim of this study was to applied hybrid methods to optimize segmentation process of magnetic resonance image of brain. In this study, we divide the brain tumor images with double density dual-tree complex wavelet transform (DDDTCWT), continued by convolutional neural network (CNN), and optimized by genetic algorithm (GA) with 48 combinations yielding excellent results. The F-1 score was 99.42%, with 913 images test data. The training images consist of 1397 normal MRI images and 302 tumor magnetic resonance imaging (MRI) images resized by 32 x32 pixels. The DDDTCWT transforms the input images into more detail than ordinary wavelet transforms, and the CNNs will recognize the pattern of the output images. Additionally, we applied the GA to optimize the weights and biases from the first layer of the CNNs layers. The parameters used for evaluating were dice similarity coefficient (DSC), positive present value (PPV), sensitivity, and accuracy. The result showed that the combination of DDDTCWT, CNN, and GA could be used to brain MRI images and it generated parameters value more that 95%.</span>
Penyelenggaraan kesehatan kepada masyarakat yang dilaksanakan di rumah sakit sangat ditentukan oleh penyediaan fasilitas pelayanan kesehatan terutama alat kesehatan. Agar pemeliharaan dapat terselenggara dengan baik maka perlu didukung oleh jumlah SDM, biaya, sarana prasarana, SPO pemeliharaan alat kesehatan dan menggunakan MFK 8 sebagai pedoman. Masalah yang ditemukan dalam penelitian ini adalah dalam melakukan pemeliharaan alat kesehatan belum menggunakan standar akreditasi rumah sakit. Tujuan penelitian ini yaitu diketahuinya manajemen pemeliharaan alat kesehatan di rumah sakit X. Penelitian ini merupakan metode kualitatif. Penelitian ini dilaksanakan pada bulan Agustus-September 2018. Informan dalam penelitian ini adalah 6 orang yang diambil berdasarkan prinsip kecukupan. Pengolahan data menggunakan Triangulasi. Analisis data dengan menggunakan analisa isi (Content analysis). Hasil penelitian menunjukkan pemeliharaan alat kesehatan belum berjalan dengan optimal, dikarenakan kurangnya sumber daya manusia dan juga terkendala dengan biaya sehingga berdampak kepada ketersediaan sarana prasarana di rumah sakit dan belum lengkapnya SPO untuk alat kesehatan. Belum adanya regulasi pengelolaan peralatan medis secara tertulis. Belum adanya daftar inventaris dan identifikasi resiko. Belum ditemukannya bukti peralatan medis diperiksa secara teratur. Sudah melakukan uji fungsi setiap alat kesehatan yang ingin dibeli. Sudah melakukan program pemeliharaan preventif dan kalibrasi. Belum mempunyai teknisi (ATEM) untuk melakukan pemeliharaan alat kesehatan.

Equipment for implementation of telemedicine has been quite sufficient for student activities, but to training activities involving the target hospitals still required a set of systems that need to be prepared, readiness to be the complete package of coach. Still laboratory is needed a set of systems for Mini Hospital in order to connect to the existing system so that a complete and prospective. Objective, E-Mini Hospital will be used by UI students to improve practical competence in field; laboratory can be used in the framework of the training on the community so as to provide a wider range of benefits as well as the implementation of cooperation, activities will be assured continuity of laboratory life. Development, it was carried out by stages: first assessment, software development, checked tested and fourth assessment, by lecture, students, doctors and programmer. Result and Discussion, creating 12 pies of software, 5 Staff Module Training, 10 Mass Module training, so laboratory now is ready to implement with student, and mass as doctors, and Information and technology professional. There are 1 software in English is ready, but cooperation with UMST Sudan is fail to implement because lost contact. Software and modules can be made copy right, and Modules can be made ISBN (International Standard Book Number). Conclusion and Suggestion, software and modules that is created can made laboratory ready to serve students, mass and professionals for training. Need socialization to mass and professionals to know about readiness related to training of Biomedical Engineering Laboratory.

The research design is the quasi-experimental posttest only without control; in stage I: Analysis and Design System, in stage II: Prototype, and in stage III: Application.
