Dieser Beitrag präsentiert die Befunde der Elitestudie Politisch-Administrative Elite 2013 (PAE 2013) über Zusammensetzung und Politisierung der bundesdeutschen Verwaltungseliten. Diese vierte nationale Replikation der Comparative Elite Studies zum Ende der 17. Legislaturperiode bringt überraschende Entwicklungen ans Licht: Hinsichtlich der Zusammensetzung des Personals schreitet zwar die Feminisierung auch auf den Leitungsebenen fort und eine Berufsvererbung kann nicht mehr festgestellt werden, allerdings erlebt die Juristendominanz mit erstmals seit Jahrzehnten steigenden Werten ein Wiedererstarken. Der Grad an formaler Politisierung überrascht: Trotz des Verbleibs der CDU/CSU an der Macht findet ein umfassender Personalaustausch statt. Diese teils im Widerspruch zu etablierten Trends und Theorien stehenden Entwicklungen zeigen, dass das Feld der administrativen Elitenforschung auch zukünftig besondere Aufmerksamkeit verdient.
Das Bürgermeister_innenamt ist die höchste kommunalpolitische Position in Deutschland. Hier herrscht eine extreme Unterrepräsentanz von Frauen. Für die ca. 80 Großstädte (über 100.000 Einwohner_innen) liegt der Frauenanteil 2017 bei 8 %. Der Beitrag geht unter Einbezug von deskriptiven und bivariaten Analysen der Frage nach, welche Einflussfaktoren für dieses Ergebnis verantwortlich sind. Der Analyse liegt eine Vollerhebung aller Kandidaturen (N = 2.113) und Parteien von Kommunen über 20.000 Einwohner_innen (N = 665) zum Stichtag 31.10.2018 zugrunde. Der relative Wahlerfolg von Frauen und Männern hat sowohl mit dem Nominierungsverfahren der Parteien als auch mit weiteren in der Analyse berücksichtigten Faktoren zu tun. Die Annahmen und Ergebnisse werden im Spiegel aktueller Forschungsergebnisse diskutiert.
Die Unterrepräsentation von Menschen mit Migrationshintergrund ist auf allen Ebenen des politischen Systems weiterhin eklatant. Gerade im Bürgermeisteramt sind die Anteile sowohl von Amtsinhabern als auch von Kandidaten mit Migrationshintergrund gering, insbesondere bei türkischem Migrationshintergrund. Von besonderer Bedeutung ist hierfür die Rolle der Parteien als gate keeper, deren Nominierungsprozesse zumeist von Männern aus der Mehrheitsgesellschaft dominiert werden. Dass Personen mit Migrationshintergrund vor allem dann aufgestellt werden, wenn eine Kandidatur eher geringe Erfolgsaussichten hat, passt hier durchaus ins Bild. Im empirischen Zeitvergleich hat sich die Situation zwar leicht gebessert, doch bleibt die Unterrepräsentation von Personen mit Migrationshintergrund deutlich. Ein Lösungsansatz könnte in der Begrenzung möglicher Amtszeiten von Bürgermeistern liegen (sog. term limits). Wahlen würden hierdurch in der Regel wieder offener ausfallen und der Amtsinhaberbonus auf Wiederwahlchancen würde begrenzt. Neben einer erwartbar höheren Wahlbeteiligung dürften sich auch die Kandidatenfelder diversifizieren, was zu einer besseren deskriptiven Repräsentation von Menschen mit Migrationshintergrund, wenigstens unter den Kandidierenden, führen könnte.
Zusammenfassung Ratsmitglieder in NRW investieren viel Zeit in ihr Mandat, stellen aber auch zunehmend den Sinn ihrer Tätigkeit in Frage. Dieser Beitrag analysiert auf Basis einer aktuellen Befragung von kommunalen Mandatsträgern in NRW drei wichtige Herausforderungen für die kommunale Selbstverwaltung: Überalterung und Nachwuchsprobleme, multiple Vereinbarkeitsprobleme und den Verlust von Einfluss und Legitimation der Ratsmitglieder.
