Nach einem rasanten Anstieg der Frauenrepräsentanz in bundesdeutschen Parlamenten in den 1980er und 1990er Jahren wird seit Jahren ein Stillstand beklagt . 1 Das in der deutschen Genderforschung dominierende Modell, nach dem als "magisches Dreieck" unterschiedliche sozioökonomische, institutionelle und kulturelle Faktoren relativ gleichrangig für die Frauenunterrepräsentanz in den Parlamenten angeführt werden 2 , erscheint nur begrenzt geeignet, um diese Entwicklung zu erklären . So wird in diesem Modell auch heute noch von einer Politischen Kultur in Deutschland ausgegangen, die von "der Hartnäckigkeit patriarchaler Einstellungen" der Wählerschaft gekennzeichnet sei . 3 Oder die paritätische Frauenrepräsentanz wird in Deutschland sogar erst dann erwartet, wenn die "gleichberechtigte Teilung der häuslichen Verantwortung zwischen den Geschlechtern" 4 Einzug in alle Familien gehalten hat .Um die parlamentarische Frauenrepräsentanz aus einer fokussierteren Perspektive zu untersuchen, eignen sich demgegenüber neoinstitutionalistische Erklärungsansätze der international vergleichenden Nominierungsforschung 5 , die bisher nur wenig auf bundesdeutsche Parlamente angewendet wurden . 6 Aus der Perspektive des Rational-Choice-Institutionalismus lassen sich so auch für die politische Praxis problemlos institutionelle Konfigurationen finden und aktiv gestalten, die in kürzester Zeit zu einer paritätischen Repräsentanz führen . Zugleich bietet diese Perspektive für die wissenschaftliche Analyse zumindest erste Orientierungen, um möglichst sparsame Erklärungsmodelle mit wenigen unabhängigen Variablen, die eine hohe Erklärungskraft für die abhängige Variable aufweisen, zu entwickeln . Hiernach sind Parteien als "gate keeper" zentrale Akteure für die Frauenrepräsentanz in den Parlamenten, und ihr Nominierungsverhalten wird maßgeblich durch die Quoten-und Wahlrechtssysteme geprägt, wie es auch in international vergleichenden Studien immer wieder empirisch belegt wurde . 7 Ein Beispiel für die Gestaltungskraft von Institutionen sind gesetzliche Quoten, die Parteien bei ausreichenden Sanktionen beziehungsweise Anreizen dazu motivieren, paritätische
Das Bürgermeister_innenamt ist die höchste kommunalpolitische Position in Deutschland. Hier herrscht eine extreme Unterrepräsentanz von Frauen. Für die ca. 80 Großstädte (über 100.000 Einwohner_innen) liegt der Frauenanteil 2017 bei 8 %. Der Beitrag geht unter Einbezug von deskriptiven und bivariaten Analysen der Frage nach, welche Einflussfaktoren für dieses Ergebnis verantwortlich sind. Der Analyse liegt eine Vollerhebung aller Kandidaturen (N = 2.113) und Parteien von Kommunen über 20.000 Einwohner_innen (N = 665) zum Stichtag 31.10.2018 zugrunde. Der relative Wahlerfolg von Frauen und Männern hat sowohl mit dem Nominierungsverfahren der Parteien als auch mit weiteren in der Analyse berücksichtigten Faktoren zu tun. Die Annahmen und Ergebnisse werden im Spiegel aktueller Forschungsergebnisse diskutiert.
Im Rahmen einer von der Hans-Böckler-Stiftung geförderten Untersuchung waren eine bundesweite Befragung von ca. 500 Personalvertretungen aus Options-und Kooperationsbereich und vier Fallstudien die Prüfsteine, um die beiden Modelle unter dieser Problemstellung zu bewerten. Die Ergebnisse werden in synthetisierter Form und mit ausgewählten Daten aus der Personalrätebefragung vorgestellt (vgl. ausführlich Kißler et al. 2008).
