The ethnodevelopment emphasizes cultural dimension as identity form, the encouragement of local and marginalized groups in decision-making, and the crucial role of the indigenous knowledge and skill to sustain local livelihood. In contrast, females in rural areas have the same potential as men. It is then necessary to empower females with many ethnic backgrounds as farmers. The Women Farmers Group is a forum consisting of women engaged in agricultural activities within various ethnic groups. In addition, females expect to play a role in economic empowerment to achieve financial independence and build their territory. This research uses a qualitative perspective to illustrate Community Based Agritourism, which dominated ethnic lives in two rural areas of the Pesawaran Regency, and the female characteristics among farmers groups to promote the territory by linking social capital from many stakeholders. Agritourism initiates the diversification of agriculture products and supports the revitalization of rural areas. It is also an important instrument to improve the social status of the female. Both local and national levels in agritourism development need to promote female contributions. The assistance of Women in economic empowerment requires solid institutional support. Furthermore, it emphasizes state institutions as the key players in agritourism development.
The development of technology has made transformation in the world; one of them is the implementation of e-voting systems in general elections. This research aims to dig deeper into the utilization of e voting in Indonesia's general election according to the Law on General Election, and research on the e-voting safety aspect in Indonesia's general election with the Law on ITE, government regulation on One Data Indonesia, and the Bill of Personal Data Protection Law. The research method is normative, which is delivered with an analytic-descriptive method. The results show that Indonesia has arranged elections with e-voting mechanisms for multiples of times, for example, in Jembrana Regency. Based on the General Election Law, e voting could be implemented in Indonesia. However, there are still considerations in terms of technology and preparation that should prevent unwanted burden. There needs to be a regulation for voters' data management to prevent violations against human rights. Data management must pay attention to safety aspects guided by the Law on ITE, government regulation on One Data Indonesia, and the Bill of Personal Data Protection Law
Penyelundupan benih lobster merupakan salah satu tindak pidana yang sedang marak terjadi di wilayah perairan Provinsi Lampung, hal ini diketahui berdasarkan data pada Ditreskrimsus Polda Lampung yang menunjukkan bahwa terhitung sejak Tahun 2017 hingga Tahun 2019 jumlah tindak pidana tersebut cenderung meningkat.Penelitian ini akan memfokuskan pada permasalahan tentang terjadinya tindak pidana penyelundupan benih lobster di Provinsi Lampung, upaya penanggulangan tindak pidana penyelundupan benih lobster di Provinsi Lampung, hambatan dalam penanggulangan tindak pidana penyelundupan benih lobster di Provinsi Lampung, dan kerangka internasional dalam pencegahan penyelundupan benih lobster. Metode yang digunakan dalam penelitian ini adalah penelitian hukum normatif-empiris. Hasil penelitian menunjukkan bahwa tindak pidana penyelundupan benih lobster di Provinsi Lampung terjadi karena tingginya kebutuhan lobster dari berbagai negara sedangkan di perairan Lampung memiliki potensi lobster yang cukup memadai, rendahnya kesadaran masyarakat atas dampak lingkungan, pemberian sanksi pidana kepada pelaku belum memberikan edukasi, serta pengawasan di wilayah perbatasan perairan tidak dilakukan secara optimal. Adapun upaya penanggulangan yang dilakukan adalah dengan tindakan preventif dan tindakan represif. Sedangkan yang menjadi faktor penghambat paling dominan dalam tindakan preventif adalah faktor masyarakat dan faktor kebudayaan, selanjutnya dalam tindakan represif adalah faktor perundang-undangan yang mewajibkan adanya koordinasi proses penyidikan antara penyidik kepolisian dengan PPNS dan faktor penegak hukum yakni tidak semua penyidik berpendidikan sarjana hukum serta menumpuknya beban kerja. Kerangka internasional pencegahan penyelundupan benih lobster bersumber dari ketentuan yang termuat dalam UNCLOS 1982, RMFO, CCRF, IPOA, serta RPOA.
The lack of law enforcement related to marine sand mining activities that conflict with the community in Lampung Province certainly causes many problems. It can cause quite a high social conflict and environmental ecosystems and cause ecological disasters. In addition, the impact of the sea sand mining permit also overlaps the allocation of coastal areas and small islands. This article aims to analyze law enforcement against marine sand mining activities that conflict with the community in Lampung Province. This study uses an empirical normative method with a qualitative analysis model. The informant was from WALHI by Irfan Tri Musri and some miners. The results show that law enforcement for sea sand mining has to start from the law formulation, application, and execution stages of law enforcement. Next, prevention efforts to control environmental impacts that need to be performed by making maximum usage of the monitoring and licensing instruments. In addition, Lampung Province Regulation Number 1 of 2018 concerning Zoning Plans for Coastal Areas and Small Islands must be appropriately implemented for law enforcement because it is sufficient to accommodate the interests of the community. The most dominant inhibiting factors in law enforcement of marine mining in conflict with the community in Lampung Province are statutory factors and law enforcement officers who are not firm in enforcing the law of sea sand mining.
Today, the utilization of technology is not merely for the sake of entertainment, but also the exchange of information, trade, study, and governance. Followed by the increasing level of the technology application in various activities, not a few people become victims or perpetrators of a personal data breach in the cyber world. Thus, it is necessary to implement digital right management (DRM) by the manager of electronic systems, the Government and rights holders in the cyber world in computer systems. The Indonesian government has validated the rules that accommodate the protection of the personal data of each citizen in cyberspace, namely, Act number 14 of 2008 concerning Openness of Public Information, Act Number 19 of 2016 concerning Amendments to Act Number 11 of 2008 concerning Information and Electronic Transactions, Regulation of the Minister of Communication and Information Number 20 of 2016 concerning Protection of Personal Data in Electronic Systems and Presidential Regulation Number 39 of 2019 concerning One Data Indonesia. Based on these rules, all parties involved in the management, storage and exchange of personal data in Indonesia must have an integrated and trusted DRM mechanism.
