Este artigo apresenta um estudo de caso em que são analisadas as relações de poder em uma estrutura de rede de organizações sem fins lucrativos, Cooperapic, para avaliar se concentração de poder no núcleo gestor da rede poderia ser um fator de manutenção da integridade estrutural. Foi utilizada a análise de redes sociais para que fossem elaborados cenários de relacionamento entre os atores e mensurada a concentração de poder na rede. Os resultados da pesquisa permitiram identificar que a rede se constitui de forma descentralizada, com baixo índice de poder central e com subgrupos que concentram o poder, o que pode favorecer sua fragmentação. Foi verificada a importância do núcleo gestor na coesão da rede, bem como os impactos que sua exclusão poderia ocasionar.
ResumoEste estudo examina como se constituiu uma rede colaborativa e de troca de conhecimentos entre gestores de parques municipais do processo de expansão de áreas verdes da Secretaria do Verde e Meio Ambiente da cidade de São Paulo (SVMA-SP). Buscou-se traçar o perfil acadêmico e profissional desses administradores, identificando temas de preferência e atores relevantes para a difusão do conhecimento, sugerindo ações para ampliá-la. Os dados foram obtidos em uma pesquisa realizada por meio da aplicação de um questionário aos gestores de parques da SVMA-SP, em janeiro de 2011. O perfil é o de graduados há mais de quatro anos, principalmente em ciências biológicas, atuando há mais de três anos na SVMA-SP, empenhando seu tempo em gerenciar equipes terceirizadas e no manejo dos parques e tendo como atividades prediletas o manejo em si e atividades de educação ambiental.Foi mapeada uma rede de trocas de conhecimentos composta por sete comunidades, relativamente centralizada, com hierarquia, apontando os agentes com maiores carências e podendo os líderes apoiar os colegas em competências relevantes à operação.Palavras-chave: gestão social; políticas públicas; parques municipais; redes de relacionamento; gestão do conhecimento.
