This article explores, in a comparative manner, the state-of-play of digital transformation of public administration in EU Member States. Using a specific methodological toolkit that combines policy and statistical analysis for each EU Member State, this article evaluates the investments in the digitalization of public services, the use of broadband, the access to digital public services, the number of e-government users, the level of digital public services for citizens and businesses and open data. In our analysis, we will argue that the gaps and discrepancies in the field of digitalization of public administration, correlated with the indicators monitored in the Digital Economy and Society Index, have conditioned the EU Member States to design specific actions, measures and investments related to the national context. Points for practitioners The gaps and discrepancies concerning the digitalization of public administration are analyzed and evaluated in relation to the state-of-play of digital transformation of public administration in EU Member States, correlated with the objectives and funding allocated to the digitalization pillar of the NRRP. The digitalization gap is measured by identifying and evaluating quantifiable indicators. Evaluations regarding the pillar of the digital transformation of public administration at national and regional levels are available, allowing comparative analyses to be carried out.
Abstract. The development and evolution of technological equipment for machining, assembly and control ensure the modernization of manufacturing processes. Devices as subsystems of technological system in the general context of the development and diversification of machinery, tools, workpiece and drives are made in a variety of sizes and constructive variants that create difficulties in their structure and improvement. Part of the research in recent years presented in this paper have as major objectives the increase of accuracy, productivity and flexibility of orientation and fixing devices for control operations. To this end there have been developed a mathematical model, a new method of working and an algorithm for optimizing the construction of the orientation and fixing system of a new type of control device.
Abstract. The modern concept for the evolution of manufacturing systems requires multicriteria optimization of technological processes and equipments, prioritizing associated criteria according to their importance. Technological preparation of the manufacturing can be developed, depending on the volume of production, to the limit of favourable economical effects related to the recovery of the costs for the design and execution of the technological equipment. Devices, as subsystems of the technological system, in the general context of modernization and diversification of machines, tools, semi-finished products and drives, are made in a multitude of constructive variants, which in many cases do not allow their identification, study and improvement. This paper presents a case study in which the multicriteria analysis of some structures, based on a general optimization method, of novelty character, is used in order to determine the optimal construction variant of a control device. The rational construction of the control device confirms that the optimization method and the proposed calculation methods are correct and determine a different system configuration, new features and functions, and a specific method of working to control inaccessible surfaces.
The evolution of the manufacturing processes requires, as a mandatory condition, to increase the performance of the technological equipment for processing, assembling and control, by promoting new solutions in the field of devices of the semi-finished products, but also by developing special or modular multifunctional components for the modernization of machine tools. This paper proposes a method of optimization of the technological process and equipment, which in the first stage determines, on the basis of a technological chart, the optimal sequence and the number of operations or phases of processing, and in the second step with the global utility method, the optimal combination of special or modular structures, from existing or new ones, is determined for the construction and configuration of a flexible multislot machine for simultaneous and successive centring and spherical operation. We believe that the creation of tools, devices for orientation and fixing, tooling, support, guidance, reinforcing and transfer blanks and modernization of machine tools, is an important measure to streamline manufacturing systems involving important material effort. Our theoretical and experimental research and industrial applications in recent years aim to develop new structures, processing systems and equipment with features, performance and especially flexibility, superior to existing ones.
