O dimensionamento dos recursos humanos em uma instituição merece amplo estudo, em virtude de sua complexidade. Nas Instituições Federais de Ensino Superior (IFES), com o advento da Lei nº 11.091/05, que instituiu o Plano de Carreira, este se tornou essencial e obrigatório no planejamento estratégico, como forma de identificação, análise e quantificação da força de trabalho necessária ao cumprimento dos objetivos institucionais. Numa abordagem qualitativa e quantitativa, com caráter exploratório, buscou-se investigar juntamente aos dirigentes da Universidade Federal de Viçosa as variáveis impactantes no planejamento da Gestão de Pessoas relacionadas à necessidade de ampliação ou de redução da força de trabalho. Embora os resultados apontem para a existência de eficiência na gestão de pessoas, a recomposição do quadro atual de servidores, dissociado de políticas de gerenciamento de pessoas, pode não ser uma forma eficiente para atender às demandas e ao processo de expansão das universidades federais.
Verificar o estágio de institucionalização da política de desenvolvimento de servidores das Instituições Federais de Ensino (IFEs), na percepção de gestores de pessoas, foi o objetivo deste estudo de caso de 13 IFEs localizadas em Minas Gerais. The objective of this research was to understand the impact of the technological artifact Integrated Servant Health Care System (SIASS) on the activity and regulation of work processes and to identify how an integrated system of information can modify collective, cognitive and organizational dimensions of work in a unit of SIASS. Through a qualitative approach, the epistemological orientation was used as theoretical mark in the perspective of the Theory of Organizational Act, whose use of technology is an organizational choice, where actions and decisions depend on the interaction between different levels of the various social agents involved in the process. The research strategy adopted was a case study, using the methodology of the ergonomic analysis of the activity and the analytical sets of the combination of choices related to the design, adoption and use of technology artifacts. It was possible to realize that such artifacts are designed through negotiated sets of rules and can modify the collective, cognitive and organizational dimensions of work, encourage subjects to change the regulation process according to the increase or decrease of heteronomy and produce new rules of regulation.
