Dans ce contexte, certains États cherchent à empêcher la prolifération des outils informatiques malveillants. La régulation des cyberarmes se révèle toutefois particulièrement difficile et les instruments juridiques adoptés jusqu’à présent ne permettent pas à eux seuls de garantir la stabilité du cyberespace.
