The Helsinki MoU agreed by the Indonesian Government and the Free Aceh Movement provided an opportunity for Aceh to have a customary institution called the Wali Nanggroe institution. This opportunity was used by the DPRA which was dominated by the Aceh Party by confirming Malik Mahmud Alhaitar as the Naggroe Aceh Mayor, in the Aceh Party structure Malik Mahmud was one of the leaders of this local Party, so it was possible to have a dual role played by the figure of Wali Naggroe. The inauguration of Malik Mahmud as the Wali Nanggroe also indirectly gave rise to a local figure of Strongmen within the structure of the Acehnese community, given the position of the Wali Nanggroe as a position that was highly respected in the structure of Acehnese people's lives. Moving on from the above problems, this study wants to see how the role of the State in giving birth to local Strongmen within the structure of Acehnese society. This research borrows his theorist Jonh T Sidel and Migdal who have formulated how the formation of local Strongmen or bossism and the characteristics of both. Based on the results in the field, it shows that the local Strongmen could emerge because of the involvement of the State in them, the involvement of the State is not limited to giving the opportunity for the birth of local Strongmen but more than that, the State also provides legal standing for local StrongmenKeywords :Local Strongmen, Wali Nanggroe
Aceh Patchouli is an export commodity product that has a high value on the global market. In fact, this great potential can increase the income of farmers and will also indirectly have an effect on the economy of the community, but this has not yet happened, many problems have arisen, ranging from rent issues, unilateral monopoly prices to the continuity of patchouli production. Therefore the role of the government as a facilitator for the development of regional potential is very much needed. Moving on from these problems, this study aims to see how the role can be done by local governments in increasing the selling value of patchouli by using Global Value Chains or GVC glasses. The election of the GVC perspective in seeing this case is certainly inseparable from the swift influence of globalization on the local government that is now happening. The government should be able to capture the current of globalization as an opportunity to improve the people's economy.
The purpose of this study was to see the creativity of youth in developing the Lake Toba tourist area in Muara Regency. The method used in this study is a descriptive method with a qualitative approach. This study looks at how the tourist attraction of Muara Regency in terms of attractiveness, amenities, accessibility, and support. There are three roles and creativity carried out by youth as the motor of the development of the Lake Toba Region in Muara Regency. First, youth creativity as a driving force, in which youth implementation forms the Muara Inspirasi Community as a forum for implementing creative activities that functions to optimize all existing youth resources. Second, youth creativity as a motivator where in practice the youth continue to encourage and hope that the people living in Muara Regency to build an independent economy by making local businesses such as making lodging, restaurants and making ulos. In addition, the youth of Muara Insipirasi also motivate school-age children to increase their knowledge through reading houses. The third role and creativity is youth as innovators where Muara Inspirasi youth provide an overview of innovation to ulos weavers to become promotional media and historical stories of Lake Toba in Muara Regency. The research attempts to explain Portal Union Catalog Server (UCS) based on Senayan Library Management Systems (SLiMS) in South Sulawesi, Indonesia. Portal UCS becomes the media of technological information in developing cooperation among libraries in searching of the collection in South Sulawesi, Indonesia. This research principally aims to know the implementation of that portal, the obstacles it deals with, and the hope of SLiMS Community on Portal UCS Sulsellib. This research is basically included as a descriptive research using a qualitative approach. As regards to informants as the data sources of research, they are mainly some superintendents and users of Portal UCS Sulsellib. Some research shows that the implementation of Portal UCS Sulsellib can be very helpful for library users in accessing information of collection in various libraries in South Sulawesi because it is only through one door of the portal web of UCS Sulsellib. SLiMS community uses the technic of Waterfall model adapted from System Development Life Cycle (SDLC). The stages of applying this portal are based on waterfall model that is planning, analysis, display design, promotion, implementation, and maintenance. The hope is that this research can extensively upgrade the performance of Portal UCS Sulsellib so that it can be very helpful to explore a collection of information to be more effective and efficient. Besides, it will be used as references to renew the union catalog system.
