Purpose. To make a comparative analysis and evaluate the effectiveness of physical exercises in a technical university and departmental university of the Ministry of Internal Affairs of Russia. Material and methods. The study involved male students (1 functional group of health) of the Irkutsk National Research Technical University (Russia, n = 1380) and cadets of the East Siberian Institute of the Ministry of Internal Affairs of Russia (Russia, n = 762). Cadets studied at 1, 2 and 3 courses. The characteristics of physical preparation and the functional condition of students and cadets were analyzed. Results. During the training period, most indicators of cadets' physical preparation significantly exceed their values in students. This is due to the preliminary selection of candidates for training in educational institutions of the Ministry of Internal Affairs of Russia. It is also associated with a expressed training orientation of the process of physical preparation. The dynamics of the values of the indicators of the functional condition of the body of cadets is characterized by a high price of adaptation to physical activity. This can lead to the occurrence of pre-pathological conditions and pathological processes of the cardiovascular system. Conclusions. The dynamics of the values of indicators of physical preparation of students and cadets cannot be the only objective criterion for the effectiveness of the system of their physical education. For its full assessment, it is necessary to analyze the parameters of the functional condition of the body, characterizing the reaction to physical activity. Cadets have a great adaptation to physical activity. In this case, it cannot be concluded that the physical training of cadets is more effective.
Competency-based approach in education, changes in the nature of educational and future professional activities demand higher standards from the participants of education process. Recently, the decline in the physical health of the younger generation of Russia has become evident. This decline can be observed with both schoolchildren and university students. In order to analyse and control education process in terms of physical education, define urgent and longterm actions to prevent and eliminate its negative impact on the physical conditions of students, it is necessary to control it at PE classes. Nation's health is a universal social value, a basis of well-being and economic development of the country, a requirement of national security that defines its geopolitical prospects and resilience. That is why maintaining and improving younger generation's health is a priority in higher education management striving to procure the social service of professional socialization during the study term, alongside with educational process optimisation in complex modern information society conditions compacting the life space of the youths. All-Russian health assessment conducted by the Ministry of Health of Russia showed that disease rate among children aged under 11 has increased by 1.4 times over the last 10 years. The highest sickness rate increase can be found among teenagers between 15 and 17. According to official statistics, only 5 % of school graduates are apparently healthy, while 80% of them have some health condition [1]. Today, the problems of students' health, their motivation to improve their health, expanding body capabilities, value system, improving one's physical fitness are extremely pressing. The efficiency of physical training largely depends on the methodical basis of PE, the use of innovative forms, means, ways and methods of their introduction into education processes. It is obvious that most academic research must have the healthy human being as their subject matter, and the research must be aimed at the improvement and maintenance of the health of, primarily, children, teenagers and student youths. It is necessary to put research efforts into developing and defining indices, criteria of healthy state [2]. Nowadays, the control of the physical health of schoolchildren and university students at PE classes is virtually absent. The only non-pharmaceutical and the most efficient way of maintaining and improving young people's health at the universities are PE classes and their physical health monitoring. This article analyses the dynamics of physical development changes and physical fitness of the girls studying at various courses in Irkutsk National Research Technical University (ISTU) and living in East Siberia.
The health of a nation is an obligate social value, the well-being foundation and the basis of a state's economic development, the condition of its national security, determining the vector of its geopolitical perspectives and viability. Therefore, in pursuance of the social order for the professional development of the personality during the period of students education at higher education institutes, the priority direction in the higher education management policy is the idea of preserving and promoting the health of the young generation, educational process optimization under the complex modern conditions of society informatization, compacting the living space of a young person. The only non-drug and most effective means of preserving and promoting the health of young people at higher education institutes is organized physical education classes. Assessment and control monitoring of technical university students' physical health forms a constituent part of the Russian public health care system and allows not only to plan and efficiently organize the educational process, to make adjustments to its optimization, giving an objective assessment of the teaching staff work regarding the Physical Education discipline. The innovative technologies introduction into the health protection system of students makes it possible to take preventive measures before spreading of diseases, to find effective means of influence targeted prenosological correction, changing the vector of interaction between the teacher and students towards creating conditions for the initiative and activity of students in the process of their healthy lifestyle formation.
Human health determines the breadth of the range of social activities. The realization of the psychophysical potential of the young generation depends on the state of health, which determines the basis for the future economic and demographic development of the state, which ultimately affects the national security of the country and the determination of the geopolitical direction in the formation of modern architecture of the multipolar world. The health status of a high school graduate determines its success in the learning process and its relevance in the labor market. Severe conditions of general informatization compact the living space of modern youth, the learning process of which is becoming more and more dynamic. Increasing competition of the intellectual labor market and at the same time, a sedentary lifestyle of modern people place higher demands on the health status of students. Therefore, the leadership of universities is obliged to solve the problems of both vocational education of students and the issues of preserving, strengthening and enhancing the health of future specialists on the basis of the formation of a modern model of students' personal development, focused on a healthy lifestyle and the acquisition of value-added health-saving competencies. Higher school management should find ways to optimize the learning process by incorporating innovative technologies into the health care system of a given socio-demographic group, which is most susceptible to the aggressive effects of numerous risk factors. The leadership of a higher school should take into account the role and importance of physical culture in the design of the educational space of higher educational institutions.
