Modern business conditions require from managers not only the perfect selection of staff, but also its constant development, because the productivity of each employee and the whole company depends on the successful increase of human resources, its competitiveness and efficiency. Nowadays, a lot of attention and resources are paid to the development of human potential, because a balanced, professional approach to this aspect significantly increases all possible performance indicators of the enterprise. The aim of the study was to analyze the existing systems of human resources development of enterprises, characterization of their methods, tools, advantages and disadvantages, as well as the derivation of the author's interpretation of the term "staff motivation". There was also given a detailed description of modern tools for improving the quality of personnel and their components, proposed by world researchers, and have been formed the basics of the system of human resources development. The authors present and analyze the main mistakes in the implementation of personnel development strategy. In today's business environment, there are several effective methods of forming a productive team and developing human resources. Each of these methods includes a number of effective tools that are necessary for a thorough assessment of human resources of the enterprise and possible ways to develop human resources. The management of the organization should develop a detailed, clear strategic plan for human resources development, which will coincide with other goals of the enterprise and will not be unprofitable in the long run. Management must clearly formulate the goals for which human development will be carried out. To manage the company effectively, it is necessary to understand the deep principles of motivation and staff development, because only if the basics of these categories are presented, management will be able to create their own system of human resources development or choose the one that suits the organization best and avoid standard mistakes in its implementation.
Assessing the impact of methods of corporate social responsibility management on financial performance is one of the key aspects to implement strategic management into practices. There are contradictory results of this impact’s study in the literature due to the difference in the applied methods of measuring variables, errors in models etc. The available literature is still inconclusive about this aspect, in particular, for the metallurgical industry, which plays a significant role in Ukrainian and world economy. The purpose of the paper is to evaluate the impact of corporate social responsibility on the company financial performance and to determine the financial efficiency of socially responsible initiatives for the metallurgical industry in particular. It proposes methodology for assessing the impact of corporate social responsibility on the corporate financial performance, and it uses data from a socially oriented balanced scorecard. The research methodology includes correlation and regression analysis with panel data techniques based on data from a balanced scorecard for a sample of four dominant market participants in the Ukrainian metallurgy in 2010-2018. Authors assess the level of corporate social responsibility by indicators of four perspectives, such as: internal processes, learning and growth, environmental, and relational perspective that characterizes the level of satisfaction of various stakeholder groups with the company’s activities in the field of corporate social responsibility. The initial data for the analysis have been taken from the financial and non-financial statements and results of expert assessment. The study uses linear and panel regression models with fixed and random effects in order to demonstrate the impact of four independent variables (internal processes, learning and growth, environmental, and relational perspectives) on the financial perspective as a dependent variable. The panel effects made it possible to obtain more accurate model’s parameters compared to simple linear regression model. The empirical finding from the study illustrates a strong and statistically significant relationship between the relational perspective, which is a corporate social responsibility indicator, and the financial perspective in the socially oriented balanced scorecard. This means that the costs of creating and maintaining a positive image of metallurgical companies are fully justified by improving their bottom line. Future research directions compare the effectiveness of statistical methods evaluating the impact of corporate social responsibility on the company financial performance with alternative methods, e.g. data mining techniques, in terms of forecasting accuracy.
The power decentralization processes have characteristic features. Having a comprehensive system of local self-government simplifies the bureaucratic component and improves the quality of service delivery. An important place in the formation and development of newly created united territorial communities is occupied by land management and urban planning documentation, the availability of which allows to quickly solving a complex of issues related to land resource management, etc. The research used methods of analysis, synthesis, abstract and logical methods, which helped to reveal the main results and draw conclusions. The study found that the formation of united territorial communities took place using the leading experience of countries that have passed this path. Provision of urban planning and land management documentation at the regional level is higher than at the local level. In order to comprehensively determine land planning and use at the local level, processes of developing comprehensive plans for spatial development of communities, which are becoming relevant as a basic document containing a detailed analysis of the current state of communities, availability and level of their potential. This article contains a reasonable set of measures that can meet the current needs of functioning and development of local communities.
The features of small and medium business in Ukraine require an integrated approach to sustainability management, which includes taking into account the positions of key stakeholders and their resource contribution to business activities. The main guideline in sustainability provision is the detection and scanning of social requirements, as well as adequate and timely response to the stakeholders’ requests. The purpose of the research is to monitor the level of imbalance of resource exchange between small and medium business and its key stakeholders in the regions of Ukraine. The following methods were used in the research: focus groups survey, statistical generalization, correlation-regression analysis, linear modeling, and graphical method. Based on the results of modeling the resource interaction of small and medium business with the main stakeholders, the vectors of the "ideal" and "real" resource exchange structure were constructed. The difference in the structures of these vectors reflects the imbalance of the existing resource exchange in the system, which can be expressed by the ratio of imbalance. The smaller the value of this ratio, the more balanced is resource exchange. It is proved that small businesses have an increased need for strong personal relationships with the local community and authorities. It is important for companies to identify the importance of stakeholders according to their resource contribution. To form a strategy of sustainability it is necessary to understand which of the stakeholders’ groups make the greatest contribution to the imbalance between the "ideal" and "real" resource exchange structure. The study shows that social responsibility is important not only for the internal policy of the business entity, but also when interacting with external environment, with stakeholders, both private and government, business partners. Only a responsibility for own and partner activities at each stage of communication can guarantee further synergy of results. Regional features of social development processes require appropriate measures of administrative regulation aimed at creating appropriate conditions for stimulating the social activity of small and medium businesses. The main direction of development of the modern regional development strategy is the priority of public needs.
