Resumo Estudos recentes indicam que a elasticidade-preço das importações brasileiras é baixa. Este trabalho procura racionalizar o referido resultado revisitando as estimativas das importações do país desagregadas por “categoria de uso”. Os resultados reportados sugerem que a baixa elasticidade-preço das importações agregadas reflete fundamentalmente a baixa elasticidade-preço das importações de combustíveis, bens intermediários e de alguns tipos de serviços - notadamente, transporte, aluguel de equipamentos e pagamentos de royalties - produtos que, somados, respondem por pouco menos de dois terços do total importado. Isso ocorre porque vários desses produtos têm pouca ou nenhuma possibilidade de substituição por similares nacionais, devido principalmente a deficiências estruturais na oferta nacional.

AbstractIn contradiction to the vast international evidence in favor of the covered interest parity theorem (CIP), the scarce empirical literature that investigated this relation in the Brazilian economy does not confi rm this condition. This work tests the CIP between the Brazilian Real and the American Dollar, in the period 2008 -2013. We star by analyzing specifi cities of the Brazilian data and the variables used to estimate the parity. We argue that the relevant foreign interest rate variable to test the CIP in Brazil is that one available to domestic agents, whose proxy is the LIBOR rate plus the Brazilian EMBI+ (the spread between the Brazilian sovereign debt and the US treasury bonds rate). We then compare this rate with the Brazilian foreign exchange coupon (which is a tautological closure to the covered parity) as an alternative way to evaluate the CIP.Keywords covered interest parity (CIP); foreign exchange coupon.
ResumoEste artigo testa a validade do teorema da paridade descoberta de juros para os dados da economia brasileira no período de 2000 a 2014. Nossos resultados corroboram a não validade empírica, conhecida na literatura como de UIP Failure ou Forward Premium Puzzle. O coeficiente do diferencial de juros estimado por um modelo GARCH apresenta sinal negativo, contradizendo parte dos testes da UIP em economias periféricas. Já os modelos markovianos de mudança de regime apontaram para dois padrões bem delimitados: nos períodos de menor volatilidade o coeficiente assume valor negativo e, nos meses de alta volatilidade, valor positivo. Abstract
An evaluation of the uncovered interest parity failure for the Brazilian economyThe present paper tests the validity of the uncovered interest parity (UIP) theorem using data from the Brazilian economy from 2000 to 2014. Our results endorse the empirical failure of this theorem, known in the literature as UIP Failure or Forward Premium Puzzle. The estimated coefficient of the interest rate differential in a GARCH model is negative, contradicting most of the UIP tests for emerging economies. However, using Markov switching models we found two well-defined patterns: during periods of lower exchange rate volatility the estimated coefficient becomes negative, while in high volatility periods the estimated coefficient is positive. These results are consistent with the exogenous interest rate approach in an open economy.
