ResumenEl objetivo de este documento es analizar el impacto de la productividad científica en la acreditación institucional de las universidades que pertenecen al Consejo de Rectores de las Universidades Chilenas. Esto corresponde a 16 universidades estatales y 9 universidades privadas con contribución estatal. La productividad científica se mide considerando los miembros de la facultad que tienen grado de doctorado, el número de trabajos publicados en revistas científicas indexadas en la Web of Science y la cantidad de proyectos Fondecyt (con financiamiento estatal) adjudicados a las instituciones anteriores, factores que influyen notoriamente en la calidad educativa. La metodología es de método mixto a través de técnicas de investigación documental, e informes de ministerios y consorcios. Por otro lado, los criterios estadísticos se definen para cuantificar la relevancia de ciertos factores que afectan a la acreditación institucional. Se concluye que existe una relación lineal positiva entre los años de acreditación institucional y el número de miembros de la facultad que poseen un doctorado, trabajos de investigación publicados y proyectos. Palabras AbstractThe aim of this paper is to analyze the impact of scientific productivity on the institutional accreditation of universities that belongs to the Council of Rectors of Chilean Universities. These council is formed by 16 state universities and 9 private universities with state contribution. Scientific productivity is measured considering the faculty members that hold a PhD degree, the number of papers published in scientific journals indexed in the Web of Science, and the amount of Fondecyt projects (with state support) awarded to these institutions, factors that notoriously influence teaching quality. The methodology is of the mixed-type method through techniques of documentary research, and reports from ministries and consortiums. On the other hand, statistical criteria are defined to quantify the importance of the factors that affect institutional accreditation of these institutions. It is concluded that there is a positive linear relationship between the years of institutional accreditation and the number of faculty members holding PhD degree, the number of publications and the number of projects.
ResumenEn el presente artículo se analiza la estructura del plan estratégico institucional y los planes sectoriales o de las unidades que conforman una universidad. La situación de la Universidad del Bio Bio, ubicada en Concepción (Chile) es tomada cono caso de estudio. A través de una metodología cualitativa y estructurada, tanto de aplicación del conocimiento de las temáticas, como participativa en la confección y retroalimentación de dichos planes, se evidencia que existen distintos estados de avances de estos procesos de planificación estratégica. Este desnivel de avance afecta la rapidez del logro del alineamiento sectorial al institucional. Para lograr el alineamiento de los planes de las distintas unidades (Facultades, Departamentos, Escuelas) al Plan de Desarrollo Corporativo se adoptó en forma exitosa un modelo propuesto por el estamento directivo de la universidad. The situation of the University of Bio-Bio in Concepción (Chile) is considered as a study case. Using a structured qualitative methodology, both applying knowledge of the subjects and also participating in the preparation and feedback of these plans, it was found that there are degrees of advance of these processes of strategic planning. This different progress affects the efficiency in achieving sectorial alignment to the corporate plans. To achieve the alignment of plans from the (Faculties, Departments, Schools) to the Corporate Development Plan a model proposed by the university administration was successfully implemented
En el presente estudio se analiza la relación existente entre el Rendimiento o resultado organizacional y los Puntos Calientes en una carrera de pregrado en la Universidad del Bío-Bío en Chile. Dadas las competencias de aspectos organizacionales ya adquiridas por los estudiantes de la carrera ingeniería comercial, la población muestreada estuvo constituida por los 260 estudiantes de los tres últimos niveles de la carrera. De ésta se obtuvo una muestra probabilística de 154 individuos correspondiente al 60% de la población. Para lograr los objetivos se aplicó un instrumento de 26 ítems que está estructurado en base a las dimensiones que constituyen el Modelo Gratton. El análisis del modelo Gratton mostró el surgimiento de Puntos Calientes principalmente de la relación entre el propósito vivificante y la capacidad productiva, dadas por las competencias, habilidades y destrezas, que llevarán a las personas a ser más productivas.
ResumenEl objetivo de este trabajo es realizar un análisis comparativo de las Superintendencias del Estado de Chile, respecto al proceso de Dirección Estratégica y sus componentes, con el fin de diagnosticar problemas y proponer algunas mejoras. En las organizaciones del sector público donde el Estado hace cumplir la política expresada en las leyes que hay en el país, a través del poder legislativo, ejecutivo y judicial, se observa que existen algunas diferencias en cuanto al grado de avance del proceso de Dirección Estratégica que estas instituciones han formulado para desempeñar sus funciones. Esta situación ha motivado el estudio que se presenta. Se utiliza como metodología la revisión bibliográfica de las variables, etapas y componentes del proceso de dirección. Se revisan las estructuras de cada superintendencia, se adoptan algunos criterios para analizar falencias y realidades. Los resultados permiten elaborar algunos criterios de comparación de las Superintendencias, dando como respuesta un diagnóstico y proponiendo mejoras al proceso de Dirección Estratégica Palabras clave: dirección estratégica; superintendencias; diagnóstico de problemas; gestión estratégica Strategic Direction in the Superintendent Offices of the State of Chile AbstractThe objective of this work is to do a comparative analysis of the Superintendent Offices of the State of Chile, about the process of Strategic Management and its components, to diagnose problems and propose improvements. In public organizations where the State complies and enforces the policy or will expressed in the laws of the country through legislative, judicial and executive power, it is observed that there are some differences in the level of progress in the process of Strategic Management that these institutions have formulated or implemented to perform their functions. This situation has motivated the study presented here. The methodology consists of a bibliographic review of variables, stages, and components of the management process. Every Superintendents Office and some criteria from relevant authors are adopted in order to completely understand every variable of the process and analyze its weaknesses and realities. The results allow elaborating some criteria for comparing the Superintendents Offices of the State of Chile, giving as a response a diagnostic, proposing improvements to the process of Strategic Management.
