Acteur central, l’État africain reste soumis à ses propres défaillances comme au poids que fait peser sur lui l’évolution du système international. Il doit en effet, plus que jamais, faire face au défi posé par des conflits qui perdurent et qui se propagent hors de ses frontières. Principal moyen de contester l’institution étatique, la guerre est désormais davantage reconnue comme un moyen légitime d’accession au pouvoir. Ainsi au regard de l’ensemble des problématiques soulevées par le continent africain, la régionalisation pourrait-elle constituer un moyen adapté pour la gestion des conflits. Pour répondre à cette question, il est avant tout essentiel de tenter de définir le concept de « multilatéralisme régional », ainsi que la manière dont le continent africain pourrait y être associé.
Bien qu’essentiellement liées à l’activité des groupes djihadistes, les causes et les dynamiques des conflits armés en Afrique de l’Ouest ne sont pas à proprement parler nouvelles. Elles renvoient à des fragilités anciennes, récemment accentuées. D’où une propagation de la violence au-delà des frontières étatiques, dans un contexte marqué par un décalage entre les défis structurels et les réponses proposées, et par les limites des projets de coopération et d’intégration régionales.
Abstract:In many cases in Africa, armed and non-armed local conflicts, taken separately, interact to the point of creating what can be called "complexes" or "systems". If some of the concepts may help us to define the regional dimension of local conflicts, they do not provide us with a better understanding of the overlapping of several conflicts. Taking the example of Darfur between 2003 and 2011, this article sheds light on how violence and disorder arose and developed both at local, national and regional levels. It proposes an empirical demonstration of the originality and relevance of the concept of system of conflicts, with the aim of opening a debate on current research on definitions of conflict and war trough the African prism.Keywords: System of Conflicts, War, Regional Security, Darfur, State, Africa.
