Le Sahara s’est peu à peu imposé comme un espace d’insécurité et d’instabilité. La faiblesse des états a poussé les forces occidentales à s’engager militairement au nom de la lutte contre le terrorisme dans la région, indirectement puis directement. Si les approches occidentales peuvent être questionnées au regard des programmes et de leurs résultats, la politique de dirigeants locaux instrumentalisant cette intervention comme une ressource et une rente, ainsi que le rapport des Africains eux-mêmes à leurs dirigeants et au pouvoir, doivent également l’être. La lutte contre des groupes considérés comme terroristes repose en effet sur la capacité des états locaux à produire du politique, à réduire des groupes armés minoritaires, et à éviter une collusion entre ces derniers et des populations excédées, prenant le maquis et adoptant – ou non – la rhétorique et les représentations du monde des jihadistes.
Intériorisé par la plupart des Français lors de la guerre du Golfe de 1991, l’énoncé « guerre propre », réapparaît au gré des discours sur les conflits de la fin du XX e et du début du XXI e siècles. Or, son usage révèle un rapport particulier à la vie entre : l’horreur de la guerre est inadmissible pour les personnes l’employant, à cause du mépris dans lequel la vie a été tenue dans les conflits passés et de la confiance dans le processus de civilisation. Dans cette optique, la guerre juste n’a pas pour but de détruire, mais plutôt de soigner et de policer. Il s’agit de renverser, avec le soutien de la communauté internationale, les tyrans opprimant leur peuple. Mais, la métaphore de la propreté, induite dans l’énoncé « guerre propre », reprend aussi la violence de discours passés assimilant l’ennemi à un agent infectieux. Dans ces deux dimensions, cet énoncé révèle donc l’imbrication entre le passé et le présent sur la question de la guerre. Cependant, aussi opposées soient-elles dans leur aspiration, ces deux appréciations sémantiques de la « propreté » en période de guerre se rejoignent sur le terrain du conflit : pour respecter la vie durant une opération armée et éradiquer des gouvernants assimilés à des agents pathogènes, les conditions techniques sont indispensables.
Alors que l’approche globale s’est imposée comme le meilleur moyen de combattre les Talibans en Afghanistan, la Colombie expérimente depuis plusieurs années une stratégie similaire dans sa lutte contre les groupes armés. L’action intégrale, mise en place au niveau national en 2003 par Álvaro Uribe à la demande notamment des forces armées, associe en effet étroitement l’outil militaire aux autres composantes de l’État. La sécurité n’est qu’un moyen, un point de départ. Seule l’action dans les champs politiques, économiques et sociaux peut permettre l’éradication de la violence dans des régions longtemps délaissées. En cela, l’approche colombienne de la contre-insurrection offre à voir la manière dont un gouvernement peut adapter les outils à sa disposition pour combattre une violence insurrectionnelle, mais aussi certaines des difficultés rencontrées.
