Th e aim of the article is to reveal the nature of political values. One group of theoreticians thinks that political values are derived from non-political spheres. Th e representatives of the other group hold the view that there are purely political values. Th ese two diff erent understandings are to be found in the works of Michel Foucault and John Rawls. Foucault thinks that any non-political value can be transformed into a political value, and Rawls claims that there are purely political values. Both of these positions face diffi culties. Foucault cannot explain how non-political values become political, and Rawls cannot explain how non-political values can infl uence politics. To solve the problem of the origin of political values we have to turn to what Carl Schmitt calls the political. Without a defi nition of the political it is impossible to explain political values.
Straipsnis pateikia pamatinių šiuolaikinės Lietuvos valstybės dokumentuose užfiksuotų socialinės gerovės idėjų ir viešosios politikos tikslų metateorinę analizę. Taikomi du metodai – teisinių ir politinių tekstų hermeneutinė-istorinė analizė ir racionalios rekonstrukcijos metodas, kurio priemonėmis siekiama identifikuoti šiuose tekstuose išreikštų normatyvinių ir vertybinių teiginių metateorinius pagrindus. Svarbiausiu iš šių tekstų laikoma Lietuvos Respublikos (LR) Konstitucija, kuri traktuojama kaip visuomeninė sutartis, konstituojanti pačią Lietuvos politinę tautą. Identifikuojami trys LR Konstitucijoje užfiksuotų piliečio teisių sluoksniai – civilinės (arba pilietinės siaurąja prasme) teisės, politinės ir socialinės teisės, kurios yra traktuojamos kaip skirtingų Vakarų pasaulio politinės ir socialinės istorijos epochų, savo rezultatais pretenduojančių į universalią reikšmę, lokalus ir istoriškai kontingentiškas atspindys. Aptariamos ir lyginamos dvi alternatyvios – individualistinė ir holistinė – socialinės gerovės bei socialinės pažangos sampratos bei jos matavimo metodologijos, kurios gali atlikti LR Konstitucijos teksto filosofinės-sociologinės metateorijos vaidmenį. Tokiu pat būdu analizuojami LR politinių partijų ir LR Vyriausybės ilgalaikio strateginio planavimo dokumentai, o šios analizės pagrindu grindžiamas pasiūlymas LR nacionalinės politikos eurointegracijos ir globalizacijos procesų kontekste tikslu laikyti pilietybės rentos maksimizavimą. Pilietybės renta vadinami papildomi piliečių gyvenimo šansai, kuriuos užtikrina priklausomybė politinei tautai tos tautos turimų ir viešosios politikos priemonėmis galinčių būti pagausintais lyginamųjų pranašumų dėka.
Straipsnio tikslas – parodyti liberalizmo ir demokratijos politinių filosofijų skirtumus. „Liberaliosios demokratijos“ terminas slepia dviejų skirtingų filosofijų konfliktą. Liberalai vadovaujasi metafizinėmis prielaidomis, kurios demokratiją paverčia jų politinei filosofijai tarnaujančiu įrankiu. Laikantis tokio požiūrio, liberalizmo politinės filosofijos pranašumai ir trūkumai neišvengiamai tampa demokratinio režimo pranašumais ir trūkumais.
Straipsnis skirtas šiuolaikinės politinės filosofijos nuošalyje likusiai sąmokslo problemai. Sąmokslas yra didelis iššūkis pozityvistinei mokslo sampratai. Karlo R. Popperio sąmokslo teorijos kritika prieštarauja pagrindinėms šio autoriaus metodologinėms nuostatoms. Popperio požiūris į sąmokslo teoriją gali būti apibūdintas kaip nenuoseklus ir vienpusiškas. Sąmokslas yra didelis iššūkis liberalizmo politinei filosofijai. Daugelis autorių mano, kad sąmokslas yra mažai reikšmingas liberalios visuomenės gyvenimo elementas. Tai menkai pagrįstas požiūris. Net pačioje liberaliausioje visuomenėje veikia daugybė slaptų susitarimų, viešai nematomų politinio gyvenimo subjektų ir manipuliacijų viešąja nuomone. Kai kurie dabartinių liberalių visuomenių politinio gyvenimo reiškiniai verčia naujai pažvelgti į sąmokslo fenomeną.Reikšminiai žodžiai: sąmokslas, sąmokslo teorija, pozityvizmas, liberalizmas. CONSPIRACY AS A PROBLEM OF POLITICAL SCIENCE AND LIBERAL SOCIETYAlvydas Jokubaitis Summary The article discusses the concept of political conspiracy. This concept is a great challenge to a positivistic understanding of political science. The criticism of conspiracy theory proposed by Karl Popper contradicts the main methodological ideas maintained by the author. His view on conspiracy theory may be described as incoherent and one-sided. Conspiracy is an ambitious challenge to contemporary liberal political philosophy. It is widely asserted that conspiracy is an insignificant element in the political life of a liberal society. This view is hardly substantiated. Even in the most liberal society there are a lot of clandestine agreements, undercover subjects of political life and manipulations of public opinion. Many phenomena of contemporary liberal society encourage us to regard conspiracy from a different perspective.Keywords: conspiracy, conspiracy theory, positivism, liberalism.
The philosophy of culture put forward by Šalkauskis is a version of political philosophy. By using a typology of the relationship between philosophy and democracy we attempt to prove that his philosophy of culture encompasses not one but few different understandings of the relationship between democracy and philosophy. By comparing the ideas of Šalkauskis with the issues of contemporary political philosophy we can see that democracy today is developing by distancing itself from the principles that Šalkauskis presented in his philosophy of culture. The philosophy of culture as developed by Šalkauskis has two distinctive features. First of all, Christianity is interpreted through the matrix of culture and this is why it becomes compatible with democracy. Secondly, philosophy of culture is consciously transformed into ideology and this transformation is what allowed it to become an important factor in political discussions.
