ABSTRACT. Border area as a front line of a country needs special attention from the government of that country. Most of the domestic problems experienced by a country come from the border. Human and drugs trafficking, also illegal timber transactions are examples of problems that still occur in Indonesia nowadays especially located in Kepulauan Riau Province. This study aims to describe the Integrated Border Management based on European Commission carried out in Indonesia, especially at the country border in Kepulauan Riau Province, Indonesia. By using the post-positivistic paradigm, this study uses interviews and documentation as data collection techniques. Interviews were conducted to actors, both central and regional, such as the Deputy for Border Management (BNPP-RI), the Head of the BNPP Planning and Cooperation Bureau, the Head of the Riau Islands Province Government Bureau and his staff, the Head of Local Development Planning Agency of Batam City, Natuna Regency. The results showed that the state border managers at the central, provincial, and regency/city governments have different institutions which result in differences in personnel procedures, finances, and resource allocation. The concept of Integrated border management needs to be adjusted to the concept considering the geographical characteristics of Indonesia, which has sea and land borders.

Sejak 2015, pemilihan kepala daerah serentak dilakukan untuk memilih gubernur dan walikota/ bupati yang akan mengakhiri pekerjaannya. DKI Jakarta sebagai salah satu pemerintah daerah pada tahun 2017 juga melakukan pilkada serentak dan berakhir pada tahun 2022. Permasalahan yang muncul ketika kewajiban regulasi tentang pilkada, presiden dan wakil presiden dilakukan serentak pada tahun 2024. Antara tahun 2022 sampai dengan Tahun 2024, berdasarkan peraturan tersebut, Gubernur DKI Jakarta akan diisi oleh gubernur sementara yang diangkat oleh pemerintah pusat. Keterbatasan kewenangan yang dimiliki oleh gubernur sementara untuk mengurus Provinsi DKI Jakarta tentunya akan menimbulkan persoalan yang kompleks. Tujuan dari penelitian ini adalah mendeskripsikan alasan, dampak dan akibat jika Gubernur DKI Jakarta diisi oleh gubernur sementara dan berusaha memberikan solusi dan alternatif dari permasalahan tersebut. Paradigma pragmatis dengan desain penelitian kualitatif yang digunakan dalam penelitian ini menghasilkan kesimpulan bahwa Pilkada di DKI sebaiknya dilakukan pada tahun 2022 untuk menghindari waktu kepemimpinan pejabat pelaksana gubernur yang panjang.

This study aims to assess the Tulang Bawang Regency's fiscal independence and determine the factors that affect it. This study used the data of the 2015-2019 Statement of Budget Realization of Tulang Bawang Barat Regency and primary data from interviews. The research method applies a qualitative approach with an inductive methodology using several financial ratios such as the effectiveness of Local Own-source Revenue management, the ratio of the degree of decentralization, the ratio of regional financial dependence, and the ratio of regional financial independence. Based on the results, the ratio of regional financial independence shows an average of 1.54%, within the 0-25% interval, and classified under the shallow criteria. It may be inferred that regional financial independence in meeting its funding needs for the administration of government affairs is still very low. The regional financial dependence ratio shows an average of 85.99%, categorized as a very high dependency. The calculation of the ratio results proves that the local own-source revenue of Tulang Bawang Barat Regency is still low. Furthermore, a large number of mandatory spending from the central government and national budgeting politics causes the regional financial independence of Tulang Bawang Barat Regency to become low.

This paper aims to describes the Open Government aspect's adoption in Local Government Development Planning. Open Government aspects is derived from [1] namely participation, transparency, and collaboration. Research design is using constructivist approach where using theory as a guidance for problem analyzing. This research is using qualitative method in data collecting technique, namely interview and document study. Data coding is processed with NVIVO version 12 plus besides data reduction and data display as a data analyzing method. Research result shows that Participation in development planning is showed with participation level on development planning at village level gradually decrease because citizen assume that program in planning and real program is not same. Transparency in development planning is showed with all program which from citizen is absorbed by local government at sub-district level. But, in local level, prioritize program which will be real program is discussed closely in local assembly building (close system). Collaboration in development planning is showed with several interest affected is involved in development planning with each interest. There is transparency guarantee in every development planning process, and ICT is the primary requirement for adopting open government's aspects in ideal development planning. This research also recommends additional research linked open government, and the enrichment of participation and transparency concept.

Electronic government has become an important issue in Indonesia's bureaucratic reform. Aside from the big-bang decentralization policy, e-govt has endorsed national concerns to digitize the rigid manual procedures of public services. Jakarta, as the capital city, emphasizes IT- the backbone of administration. IT is yet widely used by Jakarta to get a new shape in Jakarta's capabilities and capacities. Over two decades, passing different governors, Jakarta persistently injected IT into public administration, launching integrated IT applications to present a smart city. Despite the award of Jakarta digital services, Jakarta IT management should be evaluated. The approach used in the research to examine the symptoms of the object of study is a mixed-method approach with a sequential model. The informant selection technique uses purposive sampling. Informants' selection process by adjusting the business processes in COBIT 2019 using the RACI Chart method. The data analysis techniques used Guttman Scale. The result shows the appropriate business processes are: APO02 (managed strategy), APO03 (driven architecture), BAI05 (managed organizational change), and DSS06 (managed business process control). The study results show that the capability level is t of 4 scales as a target. The gap value of 0.25 indicates that technology and information management have been implemented and running well, but each business process needs improvement to reach the maximum level. Despite the gap between as-is and to-be, Jakarta's capability level is impressive. It reflects the persistent injection of IT with adequate support. The Jakarta province needs to pay attention to software and hardware compatible with the organization's vision and improve coordination among divisions. Training, staffing, dispatching, and rotating need qualified human resources to enhance organizational performance. DKI Jakarta Province also needs routine monitoring, evaluating problems, and documenting all business processes as a source of information.

This research generally using qualitative descriptive method with inductive approach. This research aims to help the government of Parepare city in order to improve the welfare society of coastal areas through several strategic steps include the development of empowerment Fish Landing Base (PPI) with the adequate support facilities; provision of social assistance in the form of capital that is stimulus and the development of housing industry; construction of small ports and a small dock for marine products mobilization; provision of training, socialization and improvement of marine information systems to the fishermen; provision of such assistance repressive fishing gear, life jackets and government rice reserves; development and institutional strengthening of cooperatives; also supporting of the implementation of the rules and regulations that support the community in improving the well-being of coastal communities. There are some problems in the process coastal community empowerment in Parepare city are lack of awareness of the public to follow the procedures that exist in the base of the fish; still lack electricity carrying capacity; instability quantity of seaweed production and fluctuations in production volumes; limitations of the ship and the limited means of fishing tools; low quality of human resources fishermen; people still use traditional methods and improvise in the marketing of creative marine industry; KUD-shifting function as an auxiliary Fishermen fishing capital; and still have a few rules of regulations that impede the implementation of coastal communities to thrive. Studi ini bertujuan untuk menggambarkan aspek-aspek open government dalam perencanaan pembangunan daerah dan menganalisis perencanaan pembangunan yang ideal dalam mengadopsi aspek-aspek open government. Desain penelitian ini menggunakan pendekatan kualitatif dengan Soft Systems Methodology (SSM). Teknik analisis data dengan menggunakan analisis CATWOE (Customer, Actor, Transformation, Weltanschaung, Owner, dan Environment). Adapun hasil penelitian ini menunjukkan bahwa 1) Perencanaan pembangunan daerah sudah secara alamiah telah mengadopsi aspek-aspek dari OG yaitu partisipasi, trnasparansi, dan kolaborasi namun belum dilakukan secara sengaja (by design) sehingga penetapan program kegiatan dalam RAPBD tidak sesuai dengan hasil musrenbang; 2) Adanya jaminan transparansi dalam setiap proses perencanaan pembangunan dan maksimasi penggunaan TIK menjadi syarat diadopsinya aspek-aspek OG dalam perencanaan pembangunan yang ideal. Penelitian ini juga merekomendasikan dilakukannya penelitian khusus terkait OG dan pengayaan konsep partisipasi dan transparansi.
