This study discusses the implementation of handling social conflicts in West Java Province in 2015 - 2019. This study begins with a study of the conflicts that occur, as well as evaluating the handling of social conflicts that have occurred in West Java Province in three dimensions, namely conflict prevention, conflict cessation, and post-conflict handling as a form of implementation of policies on handling social conflicts. The theoretical framework of this research is made in stages, starting from the grand theory using the theory of Government Science in the context of the government administration system to regulate, directing relations between community members, middle range theory which uses public policy theory, and applied which uses the theory of policy implementation proposed by Grindle, which sees the successful implementation of two aspects, namely 1) the content of policy aspect, which is seen from six variables, namely the interests that are affected, the type of benefit, the degree of change, the location of the policy. decision making, program implementers, resources involved. This study concludes that the implementation of social conflict handling policies in West Java Province, there are still some shortcomings or implementation that has not been maximized in terms of several indicators both in policy content and policy context.

Mostly the tourist destinantion in Indonesia found in rural areas and belong to the local community which suffers from their socio-economic conditions and lack of capacity to manage this potential-nature gift. The study tries to potray and identify the local context of community-based tourism concept through academic international perspectives. The paper will enrich the discussion by providing key success factors of CBT’s sustainability for rural in developing countries. Data collected from five fresh water object tourism which is located in rural areas in different locations in Indonesia. Quantitative analysis used to identify the determinant factor of CBT in those rurals. Findings showed that out of six factors, leadership came up as the most crucial factors for managing tourism in the rural community. This study aims to assess the Tulang Bawang Regency's fiscal independence and determine the factors that affect it. This study used the data of the 2015-2019 Statement of Budget Realization of Tulang Bawang Barat Regency and primary data from interviews. The research method applies a qualitative approach with an inductive methodology using several financial ratios such as the effectiveness of Local Own-source Revenue management, the ratio of the degree of decentralization, the ratio of regional financial dependence, and the ratio of regional financial independence. Based on the results, the ratio of regional financial independence shows an average of 1.54%, within the 0-25% interval, and classified under the shallow criteria. It may be inferred that regional financial independence in meeting its funding needs for the administration of government affairs is still very low. The regional financial dependence ratio shows an average of 85.99%, categorized as a very high dependency. The calculation of the ratio results proves that the local own-source revenue of Tulang Bawang Barat Regency is still low. Furthermore, a large number of mandatory spending from the central government and national budgeting politics causes the regional financial independence of Tulang Bawang Barat Regency to become low.
