Resumo: Neste artigo, procuramos explorar os dados sobre os professores temporários no Censo Escolar da Educação Básica (2011Básica ( -2015. A contratação dos professores revela uma das faces da precarização do trabalho docente no Brasil, cuja perversidade atinge a vida de quase um milhão dos professores temporários que atuam na Educação Básica. É o retrato de uma tragédia cotidiana, 41% dos professores trabalham sem ter a certeza da continuidade de suas atividades, privados da possibilidade de planejar em longo prazo suas relações didático-pedagógicas, alheados da escolha de recursos e materiais ou, mesmo, de planejamento. São professores que precisam descobrir, a cada fim de contrato, como irão continuar ganhando a vida, enquanto são eles os responsáveis -e responsabilizados -pela educação de 48,8 milhões de estudantes. A tragédia não é nova ou passageira, mas característica da estrutura educacional brasileira. Palavras-chave: Professores temporários. Educação Básica. Trabalho docente. Abstract:In this paper, we try to explore data on temporary teachers in the Basic Education School Census (2011)(2012)(2013)(2014)(2015). The hiring of teachers reveals one of the faces of the precariousness of teaching work in Brazil, whose perversity affects the lives of almost one million temporary teachers who work in Basic Education. It is the portrait of a daily tragedy, 41% of teachers work without being sure of the continuity of their activities, deprived of the possibility of planning in the long term their didacticpedagogical relations, oblivious of the choice of resources and materials or even planning . O exame por nós empreendido de documentos do empresariado industrial, organizado na Confederação Nacional da Indústria (CNI), Serviço Social da Indústria (SESI), Instituto Euvaldo Lodi (IEL) e Serviço Nacional de Aprendizagem Industrial (SENAI), entre 2003 e 2010, teve em vista contribuir para a compreensão do sentido do projeto de reforma universitária defendido pelos industriais no período correspondente aos dois mandatos do Governo Lula (2003-2010).
A formação de professores para a educação básica em nível superior passou por profundas mudanças, estreitamente articuladas à financeirização hodierna. A partir dos microdados do Inep (2003, 2007, 2011, 2015), discutimos a hipótese da privatização da formação docente tendo por base a hipotrofia das matrículas em licenciaturas nas IES públicas e sua forte concentração nos cursos à distância das grandes escolas particulares. Nesse percurso histórico, vimos as evidências de uma íntima e essencial articulação entre o Estado e o capital para dispor a formação humana nas gôndolas do mercado.
O trabalho tem como objetivo analisar a contrarreforma da educação superior nos governos da Nova República como meio de entendimento para as raízes da maior mobilização das categorias universitárias federais, em 2012. Parte-se da hipótese de que existiam pelo menos dois grandes determinantes para o caráter longo e combativo daquela mobilização: um longo processo de desintegração das relações e condições de trabalho nas universidades e a política de contrarreforma universitária como um todo. Nesse sentido, perpassamos duas faces dessas políticas, aquelas cuja expressão se dá internamente às instituições públicas e outra, que se manifesta na enorme expansão, concentração e centralização de capitais no ensino privado. Conclui-se que há um forte sentido estratégico na análise conjunta dessas faces, visto que sob o capitalismo, o Estado e suas formas sociais têm enorme capacidade de “mudar algumas coisas para que tudo permaneça como está” e, no centro dessas permanências, identificamos uma política de Estado profundamente antiuniversitária e direcionada na expansão do capital na educação.
A Prefeitura Municipal de Florianópolis (PMF) e o Banco Interamericano de Desenvolvimento (BID) apresentaram uma minuta de acordo, negociada desde 2012, cujo objetivo declarado é expandir a cobertura e melhorar a qualidade da educação infantil e do ensino fundamental. Nosso trabalho examina o acordo e discute algumas de suas concepções e possíveis desdobramentos funestos para a educação municipal. Sem pretensões de esgotar a questão, buscamos compreender algumas das determinações mais gerais que possibilitaram o Acordo PMF-BID e argumentamos, principalmente, em torno de três eixos (gestão, avaliação e formação docente), que possibilitam aproximações sobre o sentido da reforma proposta.
