Feasibility Phase II simultaneous elections in the city of Pekanbaru post-Regulation No. 18 in 2015 affect the population administration and the right to vote of citizens, could be implicated cause some residents do not get a voter card. The Regulation boundary change Pekanbaru and Kampar namely RW 15,16 and 18 villages of three districts of the hill highway intersection that previously pekanbaru region into an area of Kampar. Thus, the Election Commission Pekanbaru as election organizers make an effort assessment mapping and data collection forms of suffrage of citizens in the disputed area in order to participate in the elections. Using descriptive qualitative method with theoretical concept of political interest in the election and Elections To Local as well as data analysis through interpretation of ethics and EMIC is further elaborated in the study of electoral governance in accordance with the discussion of the study. The results of this study demonstrate the efforts made by the Election Commission of Pekanbaru in data collection and mapping of suffrage of citizens in the border area of Pekanbaru and Kampar walk is not optimal for a long period of time but has shown improvement on the sustainability of suffrage in the interests of the election. Furthermore, citizens residence status does not match the expectations of citizens citizens in the response resulted in three RW at the intersection of three villages regarding the status of permanent voters list (DPT) on the elections, simultaneous phase II have a tendency not to vote.
This study examines the issue of Public-Private Partnership (PPP) policy discrepancies in reducing waste management and the occurrence of distortion of disagreement between the city's government and the private sector in interpreting the contents and the scope of the policy in luenced by the interests of various stakeholders, the private sector and daily workers. This study uses a qualitative approach on the results of ethical and emic data, discussing the content of short-term project-oriented policies, which are limited to the transport of waste to cause long-term policy orientation anomalies in the trash business, thus impacting the accumulation of waste on the road, termination of unilateral contracts and demonstrations by daily workers. For this reason, PPP policy implementation shows high interest but has a low contribution to the community in Pekanbaru.

The regulation give an opportunity to the public to become involved in every process of development especially in the long-term process, medium-term although short-term. Medium-term development plan (RPJMD) become the important ones to every region especially Peknbaru city, because this formula was an elaboration of the vision and mission of regional head (Walikota) as well as executives products that directly related to the policies of city government development. As part of the process of formulating the development plan, the discussion of development planning (musrenbang) was the only step where the public get the chance to participate. Through a descriptive qualitative approach by the ethic data analysis and emic, concluded that the public participate in the discussion of development planning RPJMD of Pekanbaru city fully initiated by the government of Pekanbaru city, there was nothing mobilitation from the government to the public in musrenbang because the public voluntary attendance for the invitation, participation from the formal way and group and also there was nothing informal way, so this participation has not been effective because the public were not involved from the start in the formulations of the RPJMD, so that the public still seen as a subject in the development planning.Key word: participation, social changes and development, RPJMD.
Regional Regulation No. 8 of 2018 concerning waste management with a partnership between the Pekanbaru City Government and the private sector, better known as the Public Private Partnership Policy (PPP) is full of problems. Carry out qualitative research with data publication techniques, literature studies and in-depth interviews. So the decision that the PPP Pemko Pekanbaru policy involving the private sector, namely PT. MIG in managing waste in the city of Pekanbaru does not run smoothly or effectively. The failure of the Pekanbaru City Government in a partnership pattern with the private sector caused by anomalies in the benefits of the political elite in interpreting policies.
