The relevance of the study is determined by the fact that now the problem of stable social-economic development of single-industry towns refers to one of the priorities of the state policy. Particularly critical this problem was showing in a financial crisis of [2008][2009]., which indicated the interrelation of single-industry towns on the city-forming enterprise's activity results. City-forming enterprise's risks makes the typical risks of single-industry towns. Few core enterprises have funds to invest them in their own development and the single-industry towns development, what determine necessity of budget funds applying in programs of mono-towns development.
The relevance of the study is due to the need to optimize the procedures for identifying the target audience online. In this regard, the article is aimed at identifying the benefits of finding the target audience for the subsequent promotion of the product through streaming micro-segmentation of network users. Orientation of the marketing company at the potential consumer significantly increases the cost effectiveness. However, society responds to this by forming a limited rationality in the behavioral aspect. This phenomenon is considered on the one hand from the point of view of the consumer and on the other hand from the position of the supplier of goods and services. Using this method, paternalism on the part of the state is possible, but the question of intervention and control remains more philosophical. The leading method is the method of abstracting that allowed comparing the developments in the methods of market segmentation and adapting them to modern realities. The article compares the basic concepts of classical economics and modern methods of identifying the target audience. The materials of the article are of practical importance for medium and large enterprises actively working in sales and consumer search.

The purpose of this study was to determine the impact of institutional changes on the working environment and health of employees working in the Centralized dean's office and students, their motivation and training duties. Research methods included observation, interviews, questionnaires and statistical approaches. Research results suggest that formation of the learning environment is most strongly influenced by a number of factors, such as institutional changes, infrastructural developments of the University managerial qualities of employees, their cooperation level with students and above all -motivation for creative and conscientious work, individual and career development conditions, socio-psychological climate and management style. The study found the following dependence of students: combination of work and study duties increased the frequency of stress cases and ill health, but increased motivation for the development of self-organization.
