The analysis of innovation activity and its elements in the quantitative and qualitative characteristics of tourism enterprises belonging to small and medium-sized businesses has been presented. The changes taking place in the world in the tourism market, including under the influence of COVID, as well as the peculiarities of tourism as part of the service sector and industry, determine the search for new non-traditional destinations with innovative elements. The purpose of this article is to present the innovation activity in quantitative and qualitative characteristics, which allows informatively characterizing the Russian practice in general and in small and medium-sized businesses on the example of the tourism sector. The research methods used were content analysis, comparative analysis, the method of expert assessments, and statistical methods. The results of the research of innovation activity based on monitoring, taking into account the industry characteristics, characterize a low share of small enterprises interested in innovation, an insignificant connection with higher educational institutions, a low share of environmental and managerial innovations. The results of the monographic observation of tourism enterprises allow assessing innovation activity positively for most enterprises, however, there is a lack of state support for regional administration, financial capabilities, and strategic planning at enterprises. Conducting research and obtaining new information will be necessary for the development of innovative projects and strategic development of tourism in Russia in the future, in innovative activities, especially in terms of marketing. As a priority areathe interaction of small and medium-sized businesses with scientific departments of universities to integrate their joint activities.

The research presented in the article is the basis for the subsequent development of the concept of religious tourism development in the framework of the expansion of domestic and inbound Russian tourism. Based on various ideas about religious tourism and pilgrimage, the authors assessed the current state of religious tourism, clarified the conceptual framework; conducted a study of the system of marketing and promotion of pilgrimage and religious tourism, evaluated the activities of pilgrimage centers for organizing domestic tours and international trips; identified opportunities and problems that limit the development of religious tourism and provided recommendations for overcoming them. The results of the study of the current state and prospects for the development of religious tourism, in general, are significant and can be used by the pilgrim services of the Russian Orthodox Church, tourist associations, and organizations in the development and implementation of measures for the development of religious tourism based on existing and reviving spiritual centers of the Russian Orthodox Church.

The paper aims to analyze the benefits and drivers of economic transformation through the development of human capital using inclusive principles. The study is a continuation of a series of works on modeling the system of labor activity using the factors of knowledge, education, and human capital. The research methodology includes both quantitative studies of the impact of knowledge and education on economic dynamics, and qualitative studies of the benefits and forces that promote and counteract fruitful inclusive changes. According to the analysis of the field of forces, the factors that counteract inclusive socio-economic changes (educational differentiation, the desire to have wealth and power) have, in general, high strength. The forces that contribute to change are relatively less powerful, but more numerous, which allows counting on the successful implementation of positive inclusive changes.
