We use patent citation networks to study the dynamics of technical change in Ethernet, a standard for data communication. We first consider the evolution of the broad technological system of local area networks (LANs) and we identify the most significant inventions within the specific subfield of Ethernet. Then we analyse the structure of connectivity of patent citation networks to reconstruct the main technological trajectories in this subfield. Our results suggest that these technological trajectories are characterized by the presence of a number of interconnected technological environments which cluster following an engineering logic. These clusters include the most significant patents related to 'milestones inventions' in the evolution of the LAN technology. Thus, our analysis of the structure of connectivity in patent citation networks seems appropriate to capture both the cumulativeness associated to the development of a specific technology and the significant discontinuities that punctuate the trajectory, as well as the technological interrelatedness characterising large technical systems.technical systems, technological trajectories, patents, network analysis, data communications,
In the field of compatibility standards, an increasing number of companies claim to own so-called essential patents (i.e. those patents that are indispensable for designing and manufacturing products conforming to the standard). It is widely believed that the ownership of such patents is a very valuable bargaining tool in cross-license negotiations, while for non-producing firms such patents may result in a substantial stream of licensing revenues. In this paper we study the determinants of essential patent claims in compatibility standards. In particular, we assess the role of two main factors: the significance of the technological solution contained in the patent and the involvement of the applicant of the patent in the standardisation process. We examine the case of W-CDMA, one of the most successful standards in mobile telecommunications. We compare the patents claimed essential for this standard with a control group of randomly selected, unclaimed patents covering the same time period and technology classes. We find empirical evidence that both factors have significant impact on the probability that a patent is claimed as essential, but the involvement in the standardisation process is a stronger determinant than the technical value ('merit') of the patent. On the basis of our findings, we offer policy recommendations.

a b s t r a c tIn this paper, we construct a new index measuring the strength of intellectual property (IP) protection for plant varieties in 69 countries over the period 1961-2011. We examine the statistical properties of the index and compare it with other indicators of IP protection. We conclude that the index provides a reasonable synthetic assessment of the relative strength of IP protection in plant varieties across countries. In addition, we study the main determinants of the evolution of the index and examine the patterns of correlation between the index and agricultural production.
It is well known that not all innovations are patented, but the exact volume of innovative activities undertaken outside the coverage of patent protection and, relatedly, the actual propensity to patent an innovation in different contexts remain, to a major degree, a matter of speculation. This paper presents an exploratory study comparing systematically patented and unpatented innovations over the period 1977-2004 across industrial sectors. The main data source is the 'R&D 100 Awards' competition organized by the journal Research and Development. Since 1963, the magazine has been awarding this prize to the 100 most technologically significant new products available for sale or licensing in the year preceding the judgments. We match the products winners of the R&D 100 awards competition with USPTO patents and we examine the variation of patent propensity across different contexts (industries, geographical areas and organizations). Finally we compare our findings with previous assessments of patent propensity based on several sources of data.
The origins of the Italian North-South divide have always been controversial. We fill this gap by estimating a new dataset of real wages (Allen 2001; Allen et al. 2011) from Unification (1861) to WWI. Italy was very poor throughout the period, with a modest improvement since the late nineteenth century. This improvement started in the Northwest industrializing regions, while real wages in other macro-areas remained stagnant. The gap Northwest/South widened until the end of the period. Focusing on the drivers of regional trends, we find that human capital formation exerted strong positive effect on the growth of real wages.
