The purpose of the study is to assess the quality of economic growth in Kazakhstan. An attempt has been made to provide an analysis of the institutional and economic environment and an econometric assessment of the real indicators of the country's development. Research Design & Methods:To assess the degree of influence of certain indicators on economic growth, a regression analysis was carried out. For this, data were collected from 15 countries for 2000-2018. Since the sample combines temporal and spatial data, a panel data regression model was built to analyze the effect of the considered explanatory variables on GDP. To study a model with these characteristics, two different models can be used: a fixed effects (FE) model and a random effects (RE) model. Findings: Based on the historical and logical analysis of theoretical and methodological approaches to the study of economic development and the constructed regression model of panel data, it is shown that an increase in the level of indicators selected in official statistics has a small effect on economic growth, that is, there is a discrepancy between target indicators government programs and actual results. The institutional features of the Kazakhstani development model, which cause economic lag, are revealed. Implications & Recommendations:The current cyclical transition, complicated by the Covid-19 pandemic, has revealed weak links in the economies of many countries, caused by systemic contradictions accumulated over 30 years. Kazakhstan, as a country that has been building market relations only since the end of the 20th century, found itself in the grip of not only economic and political, but also institutional costs. One of the problems hindering the economic development of the nation is the contradiction between the political ambitions of the authorities and the real results of the implementation of state programs, the loss of public confidence.Contribution & Value Added: The country's development prospects are primarily predetermined by the state's ability to solve accumulated problems. Therefore, it is important to identify them, solve, and then predict the real parameters of the country's development. The importance of such a methodological approach is noted by scientists from the post-Soviet countries, who study the factors that hinder the development of these countries.
The process of technological transformation proceeds continuously, embodying new knowledge in new technologies and products. Each of its stages gives rise to a new model of entrepreneurship and human economic behavior. In the course of his active life, man transforms the natural environment to meet his needs. But showing excessive selfishness, he crossed the critical threshold of intervention in wildlife, causing irreparable damage. Industrial technology has accelerated this process. There is a need to change the model of economic and environmental business behavior as the basis for sustainable development. The formation of a new environmental culture begins in the field of education and is implemented in entrepreneurial activity.
Изучив развитие инновационного предпринимательства в Казахстане, выявлены факторы, которые в наибольшей степени имеют влияние на совершенствование условий развития высокотехнологичного бизнеса в Республике Казахстан. Внутренняя организация менеджмента на предприятии, в том числе постановка стратегий развития, зависит от различных внешних условий, пренебрегать которыми означает не оценивать негативный или позитивный эффект, воздействующий на долгосрочные решения. Одним из таких факторов нами была выбрана институционально-экономическая среда. Статья посвящена институциональным и экономическим аспектам развития инновационного предпринимательства в Казахстане. Несостоятельность индустриально-инновационных программ с институциональной стороны во взаимодействии с низкими экономическими показателями сдерживают развитие инновационного предпринимательства в Казахстане. Для улучшения институциональной базы и преодоления проблем, связанных с нарушением соответствия между намеченными целями и принятыми мерами по их реализации рекомендовано создать единый орган, курирующий исполнение инициатив, связанных с инновационным развитием государства, в частности с инновационным предпринимательством, что также благоприятно могло бы повлиять на экономические условия развития инновационного предпринимательства. Целью исследования является определение институционально-экономических факторов, сдерживающих и стимулирующих развитие высокотехнологичного бизнеса в Казахстане. Методологической основой исследования являются труды отечественных и зарубежных авторов.
The purpose of the article is to trace the evolutionary path of innovative entrepreneurship development, as well as to justify the need for modern methods of managing a high-tech economy. In the article the importance of business at different levels of economic development analyzed, the works of the innovation management classics and entrepreneurship were studied and approaches to the development of countries entrepreneurship with high growth rates in the Global Innovation Index were compared. The relevance of the article is caused by the increasing role of entrepreneurship in industry 4.0. New approaches to business processes are important from the innovation management point of view. The methodological base of the research is empirical research methods such as: system and comparative analysis, analysis of cause and effect relationships, observation, grouping.
