The purpose of the study is to assess the quality of economic growth in Kazakhstan. An attempt has been made to provide an analysis of the institutional and economic environment and an econometric assessment of the real indicators of the country's development. Research Design & Methods:To assess the degree of influence of certain indicators on economic growth, a regression analysis was carried out. For this, data were collected from 15 countries for 2000-2018. Since the sample combines temporal and spatial data, a panel data regression model was built to analyze the effect of the considered explanatory variables on GDP. To study a model with these characteristics, two different models can be used: a fixed effects (FE) model and a random effects (RE) model. Findings: Based on the historical and logical analysis of theoretical and methodological approaches to the study of economic development and the constructed regression model of panel data, it is shown that an increase in the level of indicators selected in official statistics has a small effect on economic growth, that is, there is a discrepancy between target indicators government programs and actual results. The institutional features of the Kazakhstani development model, which cause economic lag, are revealed. Implications & Recommendations:The current cyclical transition, complicated by the Covid-19 pandemic, has revealed weak links in the economies of many countries, caused by systemic contradictions accumulated over 30 years. Kazakhstan, as a country that has been building market relations only since the end of the 20th century, found itself in the grip of not only economic and political, but also institutional costs. One of the problems hindering the economic development of the nation is the contradiction between the political ambitions of the authorities and the real results of the implementation of state programs, the loss of public confidence.Contribution & Value Added: The country's development prospects are primarily predetermined by the state's ability to solve accumulated problems. Therefore, it is important to identify them, solve, and then predict the real parameters of the country's development. The importance of such a methodological approach is noted by scientists from the post-Soviet countries, who study the factors that hinder the development of these countries.
Intensive research of nanocomposites contributes to the development of new materials in the fields of medicine, nanoelectronics, high dielectric materials, energy, biotechnology and information technology. Therefore, the synthesis of new materials by modifying of grapheme oxide with nanostarch and the study of its properties are of great interest. In this study, nanocomposite membrane was synthesized by modifying of graphene oxide in a 1:1 volume ratio with nanostarch and their chemical structures were studied by fourier-transform infrared spectroscopy and ultraviolet spectroscopy. The results of the study showed the absorption of the etheric bond C=O in the ultraviolet spectrum at full length was 243 nm. The infrared spectrum showed new etheric bonds O=C-OH at a wavelength of 1150 cm-1. The scanning electron microscopy analysis indicates that grapheme oxide is homogeneously coated by starch, it means that nanostarch was successfully polymerized on the surfaces of graphene oxide nanosheets and formed sandwich-like structures. The X-Ray diffraction analysis indicatedthat the crystalline structure changes to amorphous to a certain extent due to the ester bond formed between graphene oxide and starch. The electrical properties showed the resistivity of the initial graphene oxide was ρ = 5.53·103 Ohm·m and after its modification by starch, the resistivity of the graphene oxide/starch membrane increased by 2 orders, which was equal to 2.59·105 Ohm·m. According to the results, high dielectric materials are very important in electrical and electronics engineering. Therefore, there is no doubt that there will be great interest in this field.
The Fourth Industrial Revolution and the introduction of the Industry 4.0 innova-tions create a unique opportunity for enterprises to increase productivity, opera-tional efficiency and rational use of resources, scale up successful pilot projects and acquire qualitatively new expertise for employees. The current stage of mod-ernisation of production can provide a significant impetus for economic growth and is a priority for governments and business leaders. Therefore, it is important to study project management strategies in the context of digital transformation in order to implement them in the enterprises of Kazakhstan. The purpose of the pa-per is to investigate the features and specifics of project management in modern conditions and search for methods of sustainable development of the state. The leading research method was the analysis, which made it possible to identify global trends in the field of project management for the implementation of innovations, as well as to assess the current state of enterprises in Kazakhstan after the Gov-ernment of the Republic of Kazakhstan approved the State Program "Digital Ka-zakhstan". As a result of the study, the features of project management for creat-ing a platform for the implementation of the Industry 4.0 for sustainable devel-opment of the state were identified. The authors concluded that the knowledge in-tensive business services need a deep understanding of user preferences and needs. Data-driven business models are the entry point for the digital transformation of enterprises.
