Illegal fishing sangat melemahkan pengelolaan sumber daya perikanan, sehingga negara wajib mendukung pemberantasannya. Salah satu lembaga adat yang juga konsentrasi dalam pemberantasan kegiatan Illegal fishing tersebut adalah lembaga panglima laot. Adapun tujuan utama dalam penelitian ini adalah untuk mengetahui strategi lembaga panglima laot dalam mencegah illegal fishing di Kabupaten Aceh Barat. Target khusus yang ingin dicapai adalah terdapatnya data aktual yang selanjutnya dinarasikan secara histroris dan empiris terkait strategi kelembagaan panglima laot. Sedangkan metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik penentuan informan menggunakan teknik non probability sampling dengan cara purposive sampling, hal ini karena dalam penelitian kualitatif penentuan informan tidak untuk mewakili populasi tetapi melihat kedalaman data, sehingga diperlukan keahlian informan dalam permasalahan yang menjadi kajian dalam penelitian. Berdasarkan hal tersebut, maka informan yang digunakan dalam penelitian ini ditentukan berdasarkan tujuan atau pertimbangan tertentu peneliti. Hasil penelitian yang telah dilakukan, ditemukan data bahwa strategi yang dilakukan kelembagaan panglima laot dalam mencegah illegal fishing di aceh barat yaitu: “Membentuk kelembagaan panglima laot di tingkat lhok, Penguatan kelembagaan panglima laot di tingkat lhok, Menjalin kerjasama dengan berbagai stakeholder, Pelarangan penggunaan alat tangkap yang tidak ramah lingkungan” dan penerapan strategi tersebut terlihat belum efektif dilakukan. Kata Kunci: Aceh Barat, Efektivitas, Panglima Laot.
The fulfillment of the right to public information has not taken place after 10 years of the implementation of Law Number 14 of 2008 concerning Public Information Openness (UU KIP). The research objective is to determine the obstacles and challenges of public agencies in carrying out their obligations and to find out social changes that apply after the implementation of the Public Information Openness Law. This research is qualitative research with a descriptive approach. Data collection relies on various literature related to research topics. The results of the study describe public agencies that have not carried out their obligations due to 4 (four) things, namely the unavailability of data in public agencies, not optimal information management and documentation officials in providing information services, the reluctance of public agencies to be open to the general public and the application of sanctions as a complaint offense. However, the implementation of the Public Information Openness Law has encouraged a social change in society through changes in behavior in public agencies and community.Keywords: Public Information, Public Agency, and Social Change.
Paper ini bertujuan untuk melakukan penelahaan lebih lanjut mengenai peluang dan tantangan revolusi industri 4.0 dalam manajemen kesiapsiagaan bencana. Metode yang digunakan adalah kualitatif dengan menganalisis artikel yang didapatkan dari Google Scholar dengan kata kunci revolusi industri 4.0 dan kesiapsiagaan bencana. Hasil analisis terhadap dokumen terkait revolusi industri 4.0 didapati bahwa teknologi cloud computing, artificial intelligence, big data, dan internet of things berguna dalam mengumpulkan data, pemetaan, dan desain informasi risiko bencana secara real time dan up to date. Kondisi tersebut membuat manajemen penanggulangan bencana menjadi semakin efektif dan efisien karena data-data dihadirkan secara akurat sehingga meminimalisir kekeliruan atau distorsi data. Tantangan yang mungkin dihadapi dalam integrasi teknologi revolusi industri 4.0 dan manajemen kesiapsiagaan bencana turut dibahas.
This paper explains about Teuku Umar University Students' perceptions of the smoking ban policy at public places in West Aceh Regency. The smoking ban policy is an effective way of controlling smoking and indirectly reduces the negative impact on the health of passive smokers due to smoking by releasing it in public places. This research uses quantitative research methods with survey methods. the population of Teku Umar University students who accept 50 people who have an age range between 18-25 years and are male and female. The results showed that most Teuku Umar Universities were of the view that the ban on smoking in public places had run well. Even so, there are still students who do not need this policy, this can be seen from the habits of students who smoke in places that include smoking areas
This study aims to find out the implementation of West Aceh Regent Regulations Number 27 of 2017 concerning Guidelines for Community Economic Empowerment through Village Funds in Johan Pahlawan District. This study used a qualitative approach with descriptive methods and used the theories of Van Metter and Van Horn. The indicators consist of standards and policy objectives, policy resources, communication between related organizations and implementing activities, characteristics of implementing agents, social and political-economic conditions and attitudes of implementers or implementers. The results showed that the implementation of West Aceh Regent Regulation No. 27 of 2017 concerning Guidelines for Community Economic Empowerment through Village Funds in Johan Pahlawan Sub-District especially in Leuhan Village, Padang Seurahet Village, and Blang Beurandang Village had been carried out in accordance with the provisions of West Aceh Regent Regulation Number 27 the Year 2017. This is evidenced by the implementation of 2 (two) policy indicators, namely the distribution of empowerment assistance from village gampong to the community in accordance with policy standards and objectives, and human resources and the budget is adequate so that the response from the community is very enthusiastic about community economic empowerment activities through village funds. But in the implementation of West Aceh Regent Regulation Number 27 Year 2017 there are still 4 (four) obstacles based on the Van Meter and Van Horn theory, namely lack of socialization to the community so that the gampong community does not understand the standards, objectives and implementation mechanisms of West Aceh Regent Regulation Number 27 of 2017 and lack of communication and coordination between implementing agents of economic empowerment in 2017 with the current gampong government, then guidance and supervision not carried out thoroughly by policy implementers at the District and District levels, and implementers of empowerment activities at the village level did not fully carry out the verification process. towards empowerment proposals submitted by the community there are still some beneficiaries who are not eligible to be given economic empowerment assistance funds and are not strict enough to the recipients of economic empowerment benefits that cause low levels of compliance community beneficiaries of economic empowerment against sanctions and agreed conditions, then the external political environment that is not conducive is caused by-elections in 2017 where there is a change of regent, as well as lack of support and commitment from the implementing party at the village level to the implementation of regent regulations West Aceh Number 27 of 2017
The disaster management process in Aceh after the tsunami involved the Donor Institution, the International Humanitarian Agency, the Agency for rehabilitation, reconstruction and the emergence of various local NGOs that had a significant influence on the results of disaster management in a real way. The diversity of work approaches undertaken by several humanitarian agencies has led to the achievement of disaster management programs in the field. The dynamics of the approach pattern of relations between NGOs has an impact on the implementation of work that is maximum and on target in accordance with the needs of the disaster victims community. Based on these social phenomena, this study seeks to see how the NGO approach models in disaster management in Aceh. This study uses a framework for thinking about the relationship patterns, roles, models and strategies of the NGO approach in disaster management. The research method uses qualitative research methods with descriptive analysis so as to obtain a specific picture of the relevant NGO approach models in disaster management in Aceh. The technique in collecting data uses interview guides, literature studies and documentation. The results of the study revealed that the creation of several NGO approach models in disaster management. The establishment of a synergistic, harmonious and balanced relationship between NGOs. The variety of NGO approach models influences disaster management effectively and efficiently. Proses penanggulangan bencana di Aceh pasca tsunami melibatkan Lembaga Donor, Lembaga Kemanusiaan Internasional, Badan rehabilitasi, rekonstruksi dan kemunculan berbagai Lembaga Swadaya Masyarakat (LSM) lokal telah membawa pengaruh secara signifikan terhadap hasil penanggulangan bencana secara nyata. Beragamnya pendekatan kerja yang dilakukan dari beberapa lembaga kemanusiaan telah menimbulkan pencapaian program penanggulangan bencana di lapangan. Dinamika pendekatan pola hubungan antar LSM ini berdampak pada pelaksanaan kerja yang maksimal dan tepat sasaran sesuai dengan kebutuhan masyarakat korban bencana. Berdasarkan fenomena sosial tersebut, penelitian ini berupaya melihat bagaimana model pendekatan LSM dalam penanggulangan bencana di Aceh. Penelitian ini menggunakan kerangka berfikir mengenai pola hubungan, peran, model dan strategi pendekatan LSM dalam penanggulangan bencana. Adapun metode penelitian ini menggunakan metode penelitian kualitatif dengan analisa deskriptif sehingga memperoleh gambaran spesifik mengenai model pendekatan LSM terkait dalam penanggulangan bencana di Aceh. Teknik dalam pengumpulan data menggunakan interview guide, studi kepustakaan dan dokumentasi. Hasil penelitian mengungkapkan bahwa terciptanya beberapa model pendekatan LSM dalam penanggulangan bencana.Terjalinnya hubungan yang sinergis, selaras dan seimbang antar LSM. Beragamnya model pendekatan LSM mempengaruhi penanggulangan bencana secara efektif dan efisien.
Organisasi Masyarakat Sipil (OMS) di Aceh telah berproses dengan pendekatan berbeda dalam pembangunan perdamaian. Selama periode konflik, lebih dominan mendorong proses perdamaian, dan bahkan terlibat dalam proses awal damai yang difasilitasi Henry Dunant Center. Pasca gempa dan tsunami akhir 2004, OMS di Aceh aktif terlibat dalam rehabilitasi dan rekonstruksi. Berikutnya, pasca MoU Helsinki sejumlah NGO/Ornop/LSM fokus pada advokasi pemenuhan hak korban konflik, pemberdayaan ekonomi dan advokasi kebijakan. Salahsatu advokasi kebijakan yang penting dan strategis berlangsung selama pembentukan UU Pemerintah Aceh (UUPA).Tulisan ini hendak menggambarkan transformasi OMS di Aceh, baik berdasarkan isu yang ditangani maupun perannya. Kajian literatur menjadi pilihan dalam penulisan ini, yang didukung berbagai dokumen yang berhubungan dengan OMS di Aceh. Peran OMS di Aceh berlangsung sesuai perubahan situasi, dari konflik menuju damai. Jika sebelum MoU pendekatannya konfrontatif dengan penentu kebijakan maka dalam pembangunan perdamaian menggunakan pendekatan partisipatif dan kolaboratif. Upaya-upaya kemitraan menjadi pengalaman baru, baik terhadap pemerintah maupun sejumlah OMS yang terlibat. Begitu juga dengan fokus agenda, pasca MoU lebih mengacu pada formulasi kebijakan serta memastikan pelaksanaannya guna mendorong tatapemerintahan yang baik, bersih, dan terbuka, meningkatkan partisipasi publik dalam pembangunan, memastikan dan memperluas keterbukaan informasi publik, peningkatan kesejahteraan hidup melalui pemenuhan layanan dasar dan program pengembangan ekonomi, baik untuk korban konflik, bencana tsunami maupun kelompok masyarakat marjinal lainnya.
