Illegal fishing sangat melemahkan pengelolaan sumber daya perikanan, sehingga negara wajib mendukung pemberantasannya. Salah satu lembaga adat yang juga konsentrasi dalam pemberantasan kegiatan Illegal fishing tersebut adalah lembaga panglima laot. Adapun tujuan utama dalam penelitian ini adalah untuk mengetahui strategi lembaga panglima laot dalam mencegah illegal fishing di Kabupaten Aceh Barat. Target khusus yang ingin dicapai adalah terdapatnya data aktual yang selanjutnya dinarasikan secara histroris dan empiris terkait strategi kelembagaan panglima laot. Sedangkan metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik penentuan informan menggunakan teknik non probability sampling dengan cara purposive sampling, hal ini karena dalam penelitian kualitatif penentuan informan tidak untuk mewakili populasi tetapi melihat kedalaman data, sehingga diperlukan keahlian informan dalam permasalahan yang menjadi kajian dalam penelitian. Berdasarkan hal tersebut, maka informan yang digunakan dalam penelitian ini ditentukan berdasarkan tujuan atau pertimbangan tertentu peneliti. Hasil penelitian yang telah dilakukan, ditemukan data bahwa strategi yang dilakukan kelembagaan panglima laot dalam mencegah illegal fishing di aceh barat yaitu: “Membentuk kelembagaan panglima laot di tingkat lhok, Penguatan kelembagaan panglima laot di tingkat lhok, Menjalin kerjasama dengan berbagai stakeholder, Pelarangan penggunaan alat tangkap yang tidak ramah lingkungan” dan penerapan strategi tersebut terlihat belum efektif dilakukan. Kata Kunci: Aceh Barat, Efektivitas, Panglima Laot.
This study discusses the budget for handling COVID-19 in Aceh Province with a Social Safety Net approach. Through this Social Safety Network approach, the Aceh Government has allocated a budget for handling COVID-19 is intended to be given to acehnese people who are directly affected from COVID-19. While the purpose of this study is to find out the extent of the success of the budget for handling COVID-19 is realized to the public to rise from the crisis during the COVID-19 pandemic. This research is an exploratory descriptive qualitative method research to explain and dig up information about the budget for handling COVID-19 by answering various types of questions and problems that occur and are identified and analyzed based on the results of readings and interpretation data related to the research theme. The results showed that the budget for handling COVID-19 in Aceh Province in the Social Safety Net sector was already running and the affected Acehnese people had received social assistance provided by the Aceh Government. However, there needs to be supervision from the people of Aceh in order for transparency in the management of the COVID-19 budget. In addition, in anticipation that the practice of corruption in handling the COVID-19 budget in the Aceh Government environment can be prevented.
The purpose of this research is to know and to explain about the implementation of accountability for the management of the budget in the House of Representatives District (DPRK) Aceh Barat. This research uses nomative juridical method and nomative empirical. Research specifications are descriptive analytical mind. The data source that is used secondary data, through investigations books, official documents and research results of the experts in the form of reports. In addition to the collection of legal materials, also collected primary data that is done with how to perform the interview. The results of the study showed that the DPRK budget is a part that is not an inseparable part of the qanun Regency of Aceh Barat about APBK. The study also follows the discussion of the budget of other SKPK mechanism and discussed together between a team of Local Government Budget and Budget Committee DPRK. The realization of the Secretariat budget DPRK West Aceh good enough, almost all planned activities in 2016 can be implemented. DPRK budget supervision of West Aceh done by many parties, which is in addition to direct the Secretary of the DPRK authorities in West Aceh itself, also done by Inspektorat Jenderal, BPK district representatives of the province of Aceh and BPKP Aceh Province. It is recommended that the preparation of the Secretariat budget DPRK West Aceh on the future can be more is clarified again to prevent overlapping budget spending to one activity will be but with a different name. The existence and quality of higher education nowadays can be influenced by the high and low levels of scientific work owned by lecturers and students. This scientific work becomes very important in the existence and quality of tertiary institutions because it's ranking at the national and international level is calculated on the ownership of the scientific work. So it is not surprising that BAN-PT as an external quality assurance institution which also has the task of assessing the accreditation of higher education also includes its assessment on this matter. Thus higher education that is technically operational at the study program level also pressures lecturers and students to be productive, which is to produce as much scientific work as possible. Even some lecturers provide requirements for students to write a scientific paper when they want to propose a thesis session. However, the number of scientific works owned by lecturers and students will not mean anything when not published in a journal that uses an open journal system. This emphasis lies in the open journal system, where the meaning will be far different from online journals. In general, not many students understand how to submit scientific papers in the form of articles to the open journal system there are still many lecturers who do not understand the process in the open journal system. For this reason, knowledge transfer in the form of technical training to submit articles in the online journal system is carried out. The main goal is to provide knowledge and insight into submitting articles. The results of the activity show the progress of understanding and knowledge, this is proven by simulations through the application of OJS version 2 which is used for the training process by the participants.
This study aims to determine how a country's abundant natural resource wealth can be utilised to bolster its economy and alleviate poverty. This study focuses on the use of natural resources to expedite development. This investigation makes use of a library-based qualitative research strategy. Data was gathered by conducting a Scopus search for natural resources-related journal articles using titles, keywords, and abstracts as metadata search references, and then analysing the results with the VOSviewer tool. We used VOSviewer to determine how many articles had been published on natural resources and discovered that a country's natural resources exceed its economic development. The purpose of utilising VOSviewer is to use it as a resource to conduct precise content analysis based on the researcher's name, publication year, researcher productivity, and natural resource research trends. This analysis was conducted for the purpose of examining the author's collaboration in the natural resources and poverty fields. The results indicate that natural resource-rich regions do not guarantee increased economic growth or reductions in poverty. Poverty in Indonesia is a complex issue, despite the fact that a number of developing nations have been successful in implementing improvements in national production and income and in reflecting the level of well-being among the country's population. The conclusion demonstrates that the resource curse in Indonesia is a result of poor resource management, which causes poverty. The influence of the resource curse on government social spending emphasises the significance of government accountability and transparency in relation to natural resource wealth.
