Estratégia saúde da família e análise da realidade social: subsídios para políticas de promoção da saúde e educação permanenteFamily health strategy and analysis of the social reality: input for policies for promotion of health and permanent educationResumo O artigo discute a análise da realidade elaborada por equipes de saúde da família, sintetizando resultados de estudo com abordagem qualitativa realizado em três municípios da Grande Florianópolis. O objetivo foi investigar se e de que maneira a análise da realidade social e de saúde era feita e como contribuía para a proposição de ações de promoção da saúde e de educação permanente. Observou-se que a promoção da saúde era confundida na maioria das vezes com prevenção de doenças e a educação permanente com educação continuada, estando ambas pouco presentes no trabalho dos profissionais. Destacou-se nas equipes um "espírito" educativo e preventivo, com visão predominantemente da educação como transmissão unidirecional de conhecimento. A realidade social e de saúde era pouco analisada, não resultando, na maioria dos casos, em proposições de ações de promoção da saúde, nem havia processos de educação permanente. As práticas de registro de dados pelos Agentes Comunitários de Saúde tinham caráter de cumprimento de obrigações burocráti-cas, embora as necessidades de cuidado e de prevenção suscitassem ações com caráter educativo. Concluiu-se que a educação permanente inexiste nessas equipes e que sua introdução pode contribuir para ampliar o entendimento e a prática da promoção da saúde. Palavras-chave Promoção da saúde, Educação permanente, Políticas de saúde, Atenção primária Abstract The results of a qualitative study, carried out between 2007 and 2009 in three cities of Greater Florianópolis into the reality of the family health teams are presented. The scope was to investigate if the analysis of social and health reality was conducted and to what extent it contributed to the inclusion of local actions aiming at health promotion (HP) and permanent education (PE). The results showed that HP and PE, respectively, were being confused with disease prevention and ongoing education and were seldom present in the work of the professionals. Also, they revealed an educational and preventive "spirit," with a didactic approach based on unidirectional transmission of content. Social and health reality were not analyzed in depth and in most cases did not create effective actions to promote health, nor were there processes of permanent education. The practices of recording data by the Health Community Agents were merely compliance with a bureaucratic necessity, although healthcare and prevention require actions of an educational nature. The conclusion reached is that permanent education does not exist in these teams and its introduction can contribute to broaden understanding of health promotion practices.
O artigo apresenta uma reflexão em torno da temática da humanização da assistência à saúde, trazendo também os resultados de uma pesquisa que objetivou diagnosticar a eficácia dos Grupos de Trabalho de Humanização no processo de humanização da assistência a partir da percepção de usuários, profissionais e gestores. Trata-se de uma pesquisa de caráter exploratório, uma vez que levantou aspectos da realidade, caracterizando- se por investigações de cunho bibliográfico, documental e investigativo. A pesquisa foi desenvolvida em dois hospitais públicos do estado de Santa Catarina, entre 2008 e 2009, e obteve-se como resultado que havia grande desconhecimento sobre a Política Nacional de Humanização e que os GTHs não estavam sendo eficazes no processo de humanização da assistência. Muitos dos limites apontados para que estes pudessem ser eficazes fugiam às possiblidades de atuação dos mesmos, pois relacionavam-se, principalmente, a questões de âmbito político-administrativo mais amplas, bem como a características próprias da sociabilidade capitalista.
ResumoApresenta reflexões sobre a universalidade e a obrigatoriedade escolar na educação básica considerando as tensões, os conflitos e as contradições educacionais na ordem do capital. Reflete também sobre as possíveis alterações quanto à permanência das crianças na escola e à sua condição de pobreza decorrentes da condicionalidade estabelecida pelo Programa Bolsa Família (PBF), visto que a obrigatoriedade escolar já era uma questão constitucional anteriormente estabelecida. Conclui que a educação na ordem do capital não pode ser responsabilizada pela erradicação da pobreza, dado que essa é um problema estrutural, no entanto, é fundamental continuar lutando pela garantia de acesso, condições de permanência e qualidade. Conclui também que a condicionalidade imposta pelo PBF modificou, em certa medida, a condição educacional de alunos/as pobres, mas se constitui em um instrumento que fere a própria condição de sujeito de direito daqueles que se submetem a essa imposição.Palavras-chave: condicionalidade; obrigatoriedade escolar; pobreza; política educacional; universalidade da educação básica.
RESUMOAs desigualdades educacionais constituem grave problema na sociedade brasileira e estão relacionadas à estrutura socioeconômica do país, sendo a pobreza sua expressão mais explícita. Por sua natureza, os instrumentos de planejamento e gestão do Estado apresentam as propostas para a administração do país, dentre elas as que visam enfrentar as desigualdades sociais e educacionais e a pobreza. No artigo, os autores problematizam como esses temas são apresentados nos Planos Nacionais de Educação (PNEs), de 2001-2010 e 2014-2024, e quais proposições são vislumbradas para o seu enfrentamento. Numa análise comparativa, procuram traçar relação entre as proposições consignadas nos PNEs e as constantes nos três Planos Plurianuais (PPAs) federais no período de 2004 a 2015. O PNE é o instrumento que define as diretrizes e as metas para a gestão e financiamento da educação. O PPA tem a função de organizar e viabilizar a ação pública por meio de diretrizes, objetivos e metas que devem balizar a elaboração das Leis Orça-
A proposta do dossiê nasceu no contexto das atividades do “Núcleo de Estudos e Pesquisa em Educação, Desigualdade Social e Políticas Públicas” (Neped), da UFT, que vem desenvolvendo, desde 2015, no Tocantins, formação, estudos, pesquisa, debates e publicações que colocam em tela a relação Educação, Pobreza e Desigualdade Social (EPDS). Um das ações do núcleo se refere à organização e desenvolvimento de cursos como: o “Curso de Especialização Educação, Pobreza e Desigualdade Social”, que contribuiu com a formação e qualificação de mais de 300 profissionais que atuam na educação e/ou em contextos empobrecidos; e o “Curso de Aperfeiçoamento Educação, Pobreza e Desigualdade Social”, em fase de finalização e que formará cerca de 200 estudantes de graduação, profissionais da educação, ativistas de movimentos sociais, bem como profissionais de outras áreas afins. Citamos, também, nesse contexto, a pesquisa intitulada “As políticas educacionais no contexto das desigualdades sociais e da situação de pobreza e extrema pobreza no estado do Tocantins”, desenvolvida nos anos de 2016-2018; e a pesquisa “Trajetórias Escolares de estudantes em situação de pobreza na educação pública do Tocantins”, ainda em andamento. Outro importante trabalho foi a produção do vídeo-documentário “Educação e Pobreza no Tocantins” em 2017, que retrata a situação e a percepção de famílias beneficiárias do Programa Bolsa Família (PBF) e de profissionais que atuam nas escolas e na assistência social, no que concerne à importância desse programa para a educação das crianças em situação de pobreza.
