Puskesmas adalah organisasi pemberi layanan keseshatan yang ada di semua daerah. Peran Puskesmas sangat penting untuk memberikan layanan kesehatan, dengan memberikan penanganan pada pasien dan sosialisasi untuk masyarakat. Efektifitas dalam mencapai tujuan tersebut perlu mempertimbangkan berbagai aspek yang penting dan merupakan sebuah proses. Penelitian ini bersifat kualitatif yang berusaha untuk melihat masalah dengan mendalam. Hasil dan temuan dari penelitian ini dilihat dalam sudut pandang proses dalam sistem layanan kesehatan terdiri dari tahapan input sudah berjalan dengan baik, segi proses masih perlu perbaikan dalam sosialisasi, output masih perlu ditingkatkan, dan produktifitas masih rendah dan memiliki catatan perbaiki. Selain hal tersebut ada faktor sarana dan prasarana masih belum memuaskan pengguna layanan serta kinerja pegawai masih kurang dilihat dari minimnya motivasi dan kurangnya integritas.Kata Kunci: efektifitas, layanan kesehatan, Puskesmas
QUALITY OF LICENSING SERVICES IN THE ONE SINGLE ROOFING UNIT (UPTSA) SERVICES SURABAYA (Study of Trade Business License). The implementation of public facilities is the one of main function in the government implementation which is being obligation of government apparatus. One form of public service is giving permit service and also incorporate corporation in order to the corporate which has done get confession and legally from government. It is keep away from problem which can interrupt develop business in the other day. The aim from this observatory is to descript and how the SIUP allow service quality in UPTSA Surabaya city. In this thesis writing, use qualitative method where this observation use qualitative descriptive data. Based on observation from these research the concluding that quality of permit service that given by UPTSA officer Surabaya city to the people or the petitioner was good enough, however a success from UPTSA officer at present permit service, yet there the people or petitioner which is complain about facilities where was available and the time needed of service completion. More better if UPTSA officer can adding extra support facilities, such as increasing parking field and keep toilet clean. So with adding that facilities can obtained service which was given by UPTSA truly satisfied the people or petitor is so much better to see the regulations first to prevent longer in time or help the completed documents can be process immediately by UPTSA officer. Development of Hot Spring Tourism Object located in Pacet Mojokerto Regency is very beautiful with the original hotwater from Mount Welirang makes visitors come both inside and outside Mojokerto, not only served with hot springs butwith the beauty of the mountains fresh and cold can be felt by tourist visitors. The results showed that the Department ofYouth Tourism and Sports can see that (1) Transportation is in developing road ac cess to tourist attractions is good, there are already signs of directions are expected to add transportation agents travel agencies, (2) Service Facilities need improvement so that what is obtained by tourists is satisfied and feel happy. It can be conclu ded that the improvement of facilities must be considered again, (3) Information and Promotion can be concluded for the promotion that has been done well and developed among the media, (4) Institutional Design collaboration relationship that occurred betwe en the government based on the results of the interview above by researchers obtained institutional design that is between Disparpora, Coordinator of Tourism Object Management , Tourist Visitors, and surrounding communities and need to add a private role such as travel agency , and like the promotion of other events have been well implemented
