The article examines the theoretical and practical aspects of the innovative development of the human-centered economy in the context of overcoming the pandemic. The relevance of the study is confirmed by the fact that the world of high technologies, accelerated development and violent digitalization creates new rules of life. To the traditional risks that influenced humanity and caused crises in the past, the study adds new ones related to privacy of personal data and cybersecurity, artificial intelligence and new jobs, instant information dissemination and manipulation of public opinion, inequality of opportunities and environmental threats. It is concluded that the pandemic has become a powerful trigger for innovation. Social distancing technologies, which were especially popular during the coronavirus outbreak, are at the peak of demand. The pandemic has also adjusted the logic of providing government support to technology entrepreneurs. Among the priorities is support for domestic digital services that improve the quality of life online and provide social distancing. In conclusion, it was concluded that each crisis is unique, just as unique are the recipes for overcoming it, and each new wave brings new recipes to the entrepreneur and investor's piggy bank of how to build a sustainable business that is not afraid of threats of any type - from financial to biological. To protect oneself technologically from the shocks associated with the crisis, maximum digitalization of business processes and the use of modern business models, industrial automation using industrial Internet technologies, predictive analytics, the use of the most modern digital sales channels, and investments in personnel development are required. These and many other factors make up a modern sustainable business model.
The tasks of energy management of the subjects of the national economy of Russia are associated with the state economy and the natural ecosystem of the world. It is necessary to develop an interest in innovations, otherwise the process of introducing innovations is accompanied by resistance. Public figures may be obligated to introduce innovation. At present, the attitude of individuals to innovation is completely different. It is necessary to prove economic efficiency to increase the level of consumer loyalty of individuals. National innovation infrastructure may be a component in the organization of energy management in Russia. This structure allows involving individuals in the process of innovation. Digital technologies allow organizing digital interaction to develop energy management through a network of national innovation infrastructure. Thus, we can obtain empirical evidence of the efficiency of energy innovation. The theoretical part of the research is described in the paper. This part was compiled using information and knowledge about the national innovation infrastructure. The schemes for the implementation of energy management in Russia were submitted in this document.
The article provides an analysis of a large-scale epidemic outbreak caused by human coronaviruses. The epidemiological situation in the world and the Russian Federation is analyzed, which forced specialists to significantly increase the level of epidemiological danger from coronaviruses. The epidemic situations of the incidence in six regions of the Central Black Earth Region are described, the dynamics and regional features of the spread and nature of the course of the new coronavirus infection Covid-19 are generalized and systematized. Some epidemiological aspects of this infection in the territory of the Voronezh region are described. The dynamics of the epidemic process is described and a number of epidemiological indicators are analyzed (daily increase in morbidity and mortality, distribution of the duration of lethal diseases, risk groups, etc.). The clinical and epidemiological features of the combined forms of infections are analyzed: the prevalence of a moderate course, the risk of complications in risk groups. The difficulty of verifying this infection from other viral infections based on the clinical picture, the high virulence and severity of the course has been established. It was shown that the mobilization of health care to combat coronavirus infection revealed the main thing: the health care system has resources and mechanisms through which it is possible to quickly switch to work in extreme conditions. New hospitals and beds, re-equipment with diagnostic and resuscitation equipment, accelerated retraining of doctors. All this was effective evidence that an adequate potential supply of resources will not only reduce the consequences of possible epidemics in the future, but also during the period outside the epidemic will help accelerate the adoption of effective decisions and improve the quality of medical care for the population.
Actual issues of digitalization of the health care sphere are stated in the article. The authors analyze the stages of informatization and the appearance of new digital technologies in medicine. Based on economic, static and meaningful research methods, the main advantages and limitations of using digital technologies in healthcare are stated, and the basic concept of creating an information network of a large industrial region is described. Based on foreign experience, the social and economic efficiency of innovative telemedical technologies is justified. The review of the results of the creation of regional fragments of the Single State Information System of Health Care (SSISHC) was carried out. The analysis of the implementation of regional programs for the development of a unified digital circuit and the introduction of innovative technologies in the field of health care was carried out. Authors focus on such practical aspects as electronic document management, remote monitoring of the patient's condition, telecommunication interaction between medical workers and organizations. Special attention is paid to difficulties, problems, and contradictions of the introduction of information technologies in the sphere of public health services. The statistical data on the intermediate results of the regional information system implementation are analyzed, testifying to the correctness of the taken decisions on designing and implementation of the SSISHC. The main measures planned by the regions and criteria of their effectiveness are given. Several problems that have arisen in the process of implementation of projects aimed at informatization and high-tech support of the health care system are highlighted. It is shown that in addition to solving exclusively medical tasks, the application of information technologies in the regional social function contributes to optimizing the management of the health care institution, distance training of medical workers and exchange of experience. The article is of practical importance as it can be used for the preparation of technical tasks for the modernization and maintenance of medical information systems of medical organizations.
