Relations between the Committee of Ministers and the Consultative Assembly (a) Their Comparative Roles 10 The Statute provides that the Assembly's conclusions shall be addressed in the form of recommendations to the Committee of Ministers (Article 22). Contrast the power of the General Assembly of the United Nations, under Article 11 of the Charter, to address recommendations on certain subjects "to the Members or to the Security Council or both." The Consultative Assembly does, however, address itself to other organisations or even to a restricted group of governments by the procedure of adopting a resolution, which only requires a simple majority and is then transmitted directly to the organisation or governments concerned.
