Работа посвящена изучению пространственных особенностей формирования производственно-технических структур в приморских поселениях Тихоокеанской России. Выделяются приморские регионы, которые имеют непосредственный выход к морям Тихого океана: Приморский, Хабаровский и Камчатский края, Сахалинская и Магаданская области, Чукотский автономный округ. В этих регионах сформировалась сеть поселений, важнейшим факторами развития которых являются пространственные сочетания природных ресурсов суши и приморской акватории, выгодное приморское экономико-географическое положение. На основе этих пространственных сочетаний природных ресурсов в поселениях формируются и развиваются различные элементы производственно-технических структур. При этом выделяются разные типы поселений в соответствии со сложившимся отраслевым составом производственно-технических структур, который в свою очередь зависит от удаленности поселения от береговой черты. По этому критерию выделено 4 типа поселений: 1) расположенные в ее непосредственной близости (0–50 км); 2) расположенные на расстоянии 51–100 км; 3) расположенные на расстоянии 101–300 км и 4) более 300 км. Выявлено, что наибольшее отраслевое разнообразие производственно-технических структур характерно для поселений, расположенных в непосредственной близости от береговой черты. В структуре этих поселений представлены как добывающие виды экономической деятельности, так и обрабатывающие, обслуживающие производства. Помимо традиционных для регионов Тихоокеанской России отраслей – добычи полезных ископаемых, сельского и лесного хозяйства, обрабатывающих производств – в береговой зоне формируются такие «морские» виды деятельности, как рыболовство и рыбоводство, морской транспорт, добыча нефти и природного газа на морском шельфе и др. Таким образом, приморские поселения имеют наиболее благоприятные предпосылки и потенциал долгосрочного устойчивого развития, поскольку у них есть возможность формировать диверсифицированную производственно-техническую структуру, использующую как ресурсы суши, так и моря.
The work is devoted to the study of spatial features of the formation of industrial and technical structures in the coastal settlements of Pacific Russia. The coastal regions of Pacific Russia, which have direct access to the seas of the Pacific Ocean, include Primorsky, Khabarovsky and Kamchatka territories, Sakhalin and Magadan regions, and Chukotka Autonomous Okrug. A network of settlements has been formed in the regions due to the main two key factors of their development like spatial combinations of natural resources of the land and coastal waters, and favorable coastal economic and geographical location. Based on these spatial combinations of natural resources, various elements of industrial and technical structures were formed and developed in settlements. At the same time, different types of settlements were distinguished in accordance with the existing sectoral composition of industrial and technical structures, which in turn depends on the remoteness of the settlement from the coastline. According to this criterion, four types of settlements were defined: 1) located in close proximity to the coastline (0-50 km); 2) located at a distance of 51-100 km from the coastline, 3) located at a distance of 101-300 km, and 4) located at a distance more than 300 km. It has been revealed that the greatest sectoral diversity of industrial and technical structures is typical for settlements located in the immediate vicinity of the coastline. The structure of these settlements includes both extractive and manufacturing economic activities and service industries. In addition to the traditional industries in the regions of Pacific Russia like mining, agriculture, forestry, and processing ones, such “marine” activities as fishing and fish farming, marine transport, oil and natural gas production on the offshore shelf, etc. are being formed in the coastal zone. Thus, coastal settlements have the most favorable prerequisites and the potential for long-term sustainable development, since they have the opportunity to form a diversified industrial and technical structure using both land and sea resources.
