We examine the economic effects of the 2013 Telecommunications Reform in Mexico that implemented asymmetric regulation on the largest telecommunications operator in the country. This regulation imposed on the “preponderant” telecommunications operator, defined as the operator with more than 50% of the connections of all the sector, a series of requirements aimed to increase market competition and facilitate entry in the sector. We investigate the effects of this regulation on market competition using quarterly data from the Mexican telecommunications operators in the period 2010.3-2017.3. Results provide evidence that the asymmetric regulations fostered competition in two ways: they fostered entry into the sector, which resulted in a decrease of the market share of the preponderant agent, driven by a decrease in the market share of prepaid lines; and at the same time intensified competition by increasing the quality of the services provided by the preponderant agent, which resulted in a net gain in the number of lines transferred to this agent, and an increase in the number of postpaid lines.

Objetivo: presentar una revisión conceptual de la relación entre las Tecnologías de la Información y Comunicación (TIC) y el desarrollo económico; así como exponer la apropiación de dichas tecnologías, a través del acceso y uso de internet en México. Metodología: un análisis estadístico descriptivo, con base en datos de la Encuesta Nacional sobre Disponibilidad y Uso de las Tecnologías de la Información en los Hogares (ENDUTIH) 2015-2017. Resultados: bajo nivel de acceso a internet por parte de los hogares, donde sólo uno de cada dos dispone de conexión a la red. Con respecto al uso, los resultados reflejan que las personas se apropian del internet para la búsqueda de información, el entretenimiento, la comunicación, las redes sociales y en menor medida para fines económicos. Limitaciones: la información limitada de la ENDUTIH para profundizar sobre la apropiación del ciberespacio. Conclusiones: el bajo acceso a internet y las actividades en línea realizadas por los usuarios se explican por la existencia de brechas de género, edad, ingreso, pobreza, nivel educativo y lugar de residencia.

En el 2011, el Estado mexicano llevó a cabo la reforma constitucional de los derechos humanos. Esto ha sido bien recibido por diferentes organizaciones internacionales de derechos humanos en todo el mundo; sin embargo, los principales desafíos de esta reforma están en cómo hacer efectivos los derechos humanos de todas las personas. Trabajando en una combinación de métodos cualitativos y cuantitativos, analizamos hasta qué punto el estado mexicano ha garantizado los derechos humanos de acceso a las Tecnologías de la Información y la Comunicación (TIC) y el trabajo decente para las personas pobres. Concluimos que el estado mexicano no ha podido garantizar esos derechos fundamentales, ya que su marco institucional no faculta a las personas para exigir acciones específicas del gobierno para garantizar sus derechos humanos de manera efectiva.
