Scholars of institutional design attribute large importance to the choice of new institutions.The comparative analysis of how Rwanda and Zambia crafted their new electoral systems and the systems of government regards procedural, structural and rational choice variables which may influence the option for particular solutions. External influences and the type of transition are determinants that can decide which actors make their interests prevail. The degree of innovation or conservatism of new institutions is mainly a result of the speed of the process and the kind of actors involved. However, rational reflections on how to produce legitimacy and minimize personal risks which take into consideration the state of conflict in the country decide on the speed and on innovative outcomes. The structured analysis of only two cases uncovers already that it is rather difficult to realise the transfer of design recommendations into reality.

“…So steht zum Beispiel im Sammelband über die Regierungen in osteuropäischen Ländern, der von Jean Blondel und Ferdinand Müller-Rommel herausgegeben wurde (Blondel und Müller-rommel 2001, S. 162), dass das "first past the post system" bei den ersten freien Wahlen in Kroatien angewendet wurde. nicht nur, dass dieses System in Kroatien nie angewendet wurde -die ersten Wahlen in Kroatien und in den meisten ehemaligen kommunistischen Ländern wurden nach dem Mehrheitswahlsystem mit zwei Wahlgängen durchgeführt, was sich einerseits durch den geerbten institutionellen Ballast aus der kommunistischen Zeit und andererseits durch die Kalkulationen der herrschenden kommunistischen Parteien erklären lässt, die eine direkte Auseinandersetzung ihrer Parteien mit Parteilisten der oppositionellen Parteien in Verhältniswahlen zu vermeiden versuchten (Nohlen und Kasapović 1996). Sondern es wurde auch in keinem osteuropäischen Land angewendet, was keinesfalls als zufällige Nichtauswahl bezeichnet werden kann.…”

K o m m e n ta r Im aufsatz "Forschung mit begrenzter Fallauswahl? Die postsozialistischen regionen in der Vergleichenden Politikwissenschaft" (ZfVP 4 (2010) 1, S. 157-168) stellt Stephan Hensell eine Grundsatzfrage über die art und Weise der Fallauswahl in den vergleichenden Forschungen zum ehemaligen kommunistischen osteuropa, das nach dem Untergang der kommunistischen regime, die es "homogenisierten" und daraus eine politische region bildeten, in neue beziehungsweise erneuerte Regionen zerfiel, nämlich in Mittel-, Südost-und "echtes" osteuropa.Bei der Erforschung der Anwesenheit einzelner Länder und Regionen in 487 Artikeln, die von 1993 bis 2006 in den vier führenden Zeitschriften für Vergleichende Politikwissenschaft -World Politics, Comparative Political Studies, Communist and Post-Communist Studies und Journal of Communist Studies and Transition Politics -veröffentlicht wurden, stellte Hensell große Unterschiede zwischen ihnen und eine anomalie fest: den Fall Kroatiens. Hensell fand nämlich heraus, dass in diesem relativ langen Zeitraum kein einziger text über Kroatien in den vier Zeitschriften erschien: "ein extremer Fall ist auch Kroatien, das in insgesamt 487 Fallstudien nicht ein einziges mal thematisiert wird" (2010, S. 162).es stellt sich die Frage nach der Ursache für diese anomalie. Ist Kroatien ein so unbekannter und uninteressanter Fall, dass er kein Interesse von Forschern weckt? auf gar keinen Fall. es handelt sich um ein Land, das sich an der Kreuzung von drei wichtigen europäischen Regionen befindet -Mitteleuropa, Südosteuropa und dem Mittelmeerraum -so dass es nicht als peripheres und "entlegenes" europäisches Land zu übersehen ist. es handelt sich daneben um einen höchst interessanten Fall der dreifachen transitionstaatliche, politische und wirtschaftliche -die zum großen teil unter Bedingungen eines bürgerlichen und internationalen Krieges verlief. es handelt sich also auch um einen sehr schwierigen Forschungsfall, was höchstwahrscheinlich einer der Gründe war, warum Z Vgl Polit Wiss (2011) 5:329-343
