Volition versus feasibility: state aid when aid is looked upon favourably: the broadband example

Abstract: The European Commission published on September 30, 2009, Guidelines for the application of State aid rules in relation to rapid deployment of broadband networks. These Guidelines are applicable to two markets that are connected, although somewhat different. In "traditional" or "first generation" broadband networks, public intervention mainly relates to rural communities or areas which are economically underdeveloped. Therefore, a corrective nature of the aid is maintained. However, the Guidelines are also appl… Show more

“…While other studies (Analysys Mason, 2009;Forge et al, 2005;Gómez-Barroso and RoblesRovalo, 2008;Jeanjean, 2010) typically divide the territory into 3 to 8 zones, this division into 10 zones allows for more accurate estimations in the "grey" areas with intermediate population densities, a key aspect of NGN deployment ( Gómez-Barroso & Feijóo, 2010). However, and despite the increased granularity, this approach delivers little information on building clustering.…”

“…In the new environment based on a competitive market vision, there are potential tensions between these forms of state intervention and the goal of safeguarding a level competitive playing field. The European Commission has sought to address this tension with its state aid policy although this often results in constraints that may prevent the design of effective policies (Gomez-Barroso & Feijoo, 2012). The willingness to experiment with innovative partnerships has, to some degree, helped overcome the deficiencies in market-driven network infrastructure investment that has been plaguing Europe as a result of policies that failed to explicitly consider investment effects of regulation Serentschy, 2013).…”

“…Policies in this realm also have to be compatible with the European regulations for state aid. Often, these regulations constrain innovative public sector policy interventions (Gomez-Barroso & Feijoo, 2012). A third option would be to devise universal service programs in which limited public sector fund-ing and subsidies are leveraged to improve the viability of private investment.…”
