Knowledge is an important asset to an organization. Knowledge management is a process carried out by an organization to obtain, identity, creating, sharing, and utilizing knowledge or knowledge within the organization. One of the knowledge development models Management that will be used is the Fahmi model an approach developed for implementing knowledge management on government. to support the process government and human resource management to achieve the goals of deep bureaucratic reform develop government human resources professional one. This paper described the readiness of the Local Government of Medan District in implementing e-government to support the North Sumatra Smart province initiative. The research method was carried out quantitatively and qualitatively. Quantitative data was carried out by surveying 30 employees in the Mandailing Natal Government, while qualitative data was carried out by open interviews with informants who came from the Office for Communication and Informatics Services. The study also presents several obstacles to the implementation of government and propose several recommendations as a step towards improvement.

(4) Pelatihan dan pendampingan bagi guru-guru untuk penggunaan fitur bahan ajar , E -Absensi dan Smart Library (5) Evaluasi dalam setiap pelaksanaan program pengabdian, serta target luaran pengabdian.Hasil dari Kegiatan Pengabdian ini adalah terjadi peningkatan ditandai dengan Berdasarkan dari pre-test yang diberikan sebelum penyampaian materi dan post-test yang dilakukan peserta setelah menerima paparan materi dan pelatihan diketahui bahwa ada perubahan signifikan dari nilai pre-test dengan rata-rata nilai 1 dan 2 yaitu cukup dan kurang menjadi rata-rata nilai 3 dan 4 dengan nilai bobot baikdanbaik sekali saat melakukan post-test. The problems that exist in the partner environment are financial data collection, especially payroll, and the school fee payment system is done manually so that income and expenditure discrepancies often occur. Furthermore, data collection for setting school operational costs is still done manually making it difficult when reporting the BOS budget (school operational assistance), teacher and student attendance systems are ineffective, management system data collection, inventory is still manual so it is not known what inventory items are owned, data collection Unstructured Library Books. The use of information technology that has not been integrated into the learning process. The solution to the problems to be handled is the use of an integrated school information system. Implementation methods used to overcome the problems encountered include; observation, identification of partner problems, solutions to partner problems consisting of: (1) Observation of partners (2) Introduction of integrated school information systems. (3) Assistance in the use of an integrated school information system for the school management team. (4) Training and mentoring for teachers to use teaching material features, E-Absence and Smart Library (5) Evaluation in each implementation of the service program, as well as the outcome targets for service. The results of this Community Service Activity were an increase marked by Based on pre -the test given before the delivery of the material and the post-test carried out by the participants after receiving the material exposure and training found that there was a significant change from the pre-test score with an average value of 1 and 2, namely enough and less to an average value of 3 and 4 with good and very good weight scores when doing the post-test. This shows that the teachers and the management team who participated in the training understood the material presented.

Being a good lecturer is awareness, but being a responsible lecturer is a demand. In this section, it will be found that many lecturers are not correct in some of their obligations, and this causes the institution's performance to be drop. In this research, it will be stated how the actual lecturer performance, what is the meaning and impact, and what to do next. Qualitative methods are used to see the reality of a phenomenon, and the data becomes authentic evidence, so that it can be suggested implications. The results showed that the lecturers' performance was low, both in education, research, and community service. This emphasizes how lecturers are ignorant of their obligations, how institutional leaders do not care about the situation, and this is normal if the institution's achievement is low
