Studying collaborative governance has become a booming business. However, the empirical literature still struggles to produce robust generalizations and cumulative knowledge that link contextual, situational and institutional design factors to processes and outcomes. We still have not mustered the broad and deep evidence base that will really help us sort fact from fiction and identify more and less productive approaches to collaboration. The current empirical evidence in the study of collaborative governance consists chiefly of small-N case studies or large-N surveys. The challenge is to move from case-based, mid-range theory building to more largeN-driven systematic theory-testing, while also retaining the rich contextual and process insights that only small-N studies tend to yield. This article, and the articles in the accompanying special issue, introduces an attempt to provide this middle groundthe Collaborative Governance Case Database. The database has been developed to serve as a free common pool resource for researchers to systematically collect and compare high-quality collaborative governance case studies. This article is an introduction to the database, exploring its design, opportunities and limitations. This article is also an invitation; inviting all researchers to freely use the cases in the database for their own research interest and to help strengthening the database by adding new cases there are eager to share with colleagues.

The Covid-19 pandemic is a shared problem so it must also be resolved collectively. In the context of crisis, the role of the government must remain dominant, but also by opening the door to collaborative governance. Therefore it is vital to understand the dynamics of the collaborative governance process in dealing with the Covid-19 pandemic which of course is full of challenges and obstacles in the midst of uncertainty. Researchers use the literature study method to track various conditions in an effort to resolve a pandemic that involves inter-sectoral efforts, but researchers find important points that must be corrected so that the handling of the pandemic does not experience deficiencies in collaborative governance. So far, real action is needed in improving the responsiveness of policies, quality of regulations, data management, monitoring systems and coordination among sectors. Keywords: collaborative governance; covid-19; pandemic AbstrakPandemi Covid-19 merupakan persoalan bersama sehingga juga harus diselesaikan secara bersama-sama pula. Dalam konteks krisis pun sebenarnya peran pemerintah harus tetap dominan akan tetapi juga dengan membuka pintu kolaborasi bersama dengan antar sektor (collaborative governance). Oleh karena itu penting untuk mengetahui dinamika proses collaborative governance dalam menangani pandemi Covid-19 yang tentu saja penuh dengan tantangan, kendala dan hambatan di tengah ketidakpastian. Peneliti menggunakan metode studi kepustakaan untuk melacak berbagai kondisi dalam usaha menyelesaikan pandemi yang melibatkan usaha antar sektor akan tetapi peneliti menemukan poin-poin penting yang harus diperbaiki agar penanganan pandemi tidak mengalami defisiensi dalam collaborative governance. Sejauh ini perlu tindakan nyata dalam memperbaiki responsivitas kebijakan, kualitas regulasi, manajemen data, sistem pengawasan dan koordinasi antar sektor. Inclusion has been the preferred method of educating students with disabilities for several decades. However, the understanding of the concept of inclusion seems vast and diverse. The purpose of this study was to examine the perceptions of general and special educators from two geographic locations-United States and St. Lucia-on their understanding of inclusion. Findings indicate that the majority of educators' understanding of inclusion was based on the placement definition where instruction for students with disabilities occurs in the general education classroom. The main difference found was that most general educators used the placement definition of inclusion while special educators used the individual instruction and general instruction definitions as discussed by Göransson and Nilholm (2014). There was no major difference in responses between general and special educators based on context and state policy. Recommendations and implications for future practice are discussed.
