Effective interorganizational collaboration is a pivotal ingredient of any community or nation's capacity to prepare for and bounce back from disruptive crisis events. The booming research field of collaborative public management (CPM) has been yielding important insights into such collaboration that as yet await transfer to the study of crisis management (CM). Also, we argue that the general CPM literature has not sufficiently addressed the distinctive collaboration challenges involved in coping with crises. This article bridges this twofold gap. Based on a systematic review of prior research in collaborative CM, this study identifies dominant areas of theoretical emphasis, methodological practices, and patterns of empirical enquiry. The article highlights areas where CPM research has potential to further inform the understanding of collaborative CM, including performance, success factors, managerial skills, and learning. The article then identifies five properties associated with CM-uncertainty, leadership, magnitude, costs, and urgency-which deserve further analysis to advance the understanding of the application of CPM principles and strategies. We conclude with outlining a research agenda and offering a set of testable propositions aimed at investigating the likelihood of effective collaboration in different types of crises and as expected in different CM paradigms.
While some of the future impacts of global environmental change such as some aspects of climate change can be projected and prepared for in advance, other effects are likely to surface as surprises -that is situations in which the behaviour in a system, or across systems, differs qualitatively from expectations. Here we analyse a set of institutional and political leadership challenges posed by 'cascading' ecological crises: abrupt ecological changes that propagate into societal crises that move through systems and spatial scales. We illustrate their underlying social and ecological drivers, and a range of institutional and political leadership challenges, which have been insufficiently elaborated by either crisis management researchers or institutional scholars. We conclude that even though these sorts of crises have parallels to other contingencies, there are a number of major differences resulting from the combination of a lack of early warnings, abrupt ecological change, and the mismatch between decision-making capabilities and the cross-scale dynamics of social-ecological change.
There is widespread consensus that effective leadership will be required in order to successfully address the climate change challenge. Presently there are a number of self-proclaimed climate change leaders, but leadership is a relationship between leaders and followers. An actor aspiring to be a leader needs to be recognized as such. Despite its fundamental importance for leadership relationships, the demand side of the leadership equation has been comparatively neglected by past research. In this study we are looking for leaders by analyzing the perceptions of climate change leadership among UNFCCC COP-14 participants. Our results show that the climate change leadership mantle will have to be worn by more than one actor. Among the leadership candidates the EU was most widely recognized as a leader, however, only a small minority reported that they saw the EU as the only leader. The data also show that the US and the G77 thus far have failed to impress potential followers and it was China that clearly emerged as the second strongest leadership candidate.
This article probes the warning-response failures that left the city of New Orleans vulnerable to catastrophic hurricanes and the inability of local, state, and federal authorities to mount an adequate response to the consequences unleashed by Hurricane Katrina. Through an empirical exploration with the help of three broad explanatory 'cuts' derived from the relevant interdisciplinary literature -psychological, bureauorganizational, and agenda-political -the authors seek to shed light on the sources of failure that contributed to the various levels of governments' lack of preparedness and the inadequate collective response to a long-predicted, upper-category hurricane. The article concludes by addressing the question of whether the vulnerabilities and problems that contributed to the Katrina failure are amenable to reform.
This article examines the nexus between the EU's goal of being a leading actor on the world stage in devising a global solution to the threat of climate change and the performance of its Member States in meeting their climate change obligations. In doing so the article will discuss the concept of EU leadership, examine the modes of leadership the EU has employed in pursuing its climate protection objectives, scrutinize the extent to which EU Member States are actually living up to their Kyoto obligations and analyse how the EU's own performance, credibility and legitimacy in this area affects its aspirations to be a key norm-entrepreneur in the establishment of a post-2012 climate change agreement. The article concludes with a balance sheet of some of the Union's key successes and failures and closes by highlighting some potentially inconvenient truths that might frustrate the EU's climate protection aspirations. Natural hazard events provide opportunities for policy change to enhance disaster risk reduction (DRR), yet it remains unclear whether these events actually fulfill this transformative role around the world. Here, we investigate relationships between the frequency (number of events) and severity (fatalities, economic losses, and affected people) of natural hazards and DRR policy change in 85 countries over eight years. Our results show that frequency and severity factors are generally unassociated with improved DRR policy when controlling for income-levels, differences in starting policy values, and hazard event types. This is a robust result that accounts for event frequency and different hazard severity indicators, four baseline periods estimating hazard impacts, and multiple policy indicators. Although we show that natural hazards are unassociated with improved DRR policy globally, the study unveils variability in policy progress between countries experiencing similar levels of hazard frequency and severity.
Studying collaborative governance has become a booming business. However, the empirical literature still struggles to produce robust generalizations and cumulative knowledge that link contextual, situational and institutional design factors to processes and outcomes. We still have not mustered the broad and deep evidence base that will really help us sort fact from fiction and identify more and less productive approaches to collaboration. The current empirical evidence in the study of collaborative governance consists chiefly of small-N case studies or large-N surveys. The challenge is to move from case-based, mid-range theory building to more largeN-driven systematic theory-testing, while also retaining the rich contextual and process insights that only small-N studies tend to yield. This article, and the articles in the accompanying special issue, introduces an attempt to provide this middle groundthe Collaborative Governance Case Database. The database has been developed to serve as a free common pool resource for researchers to systematically collect and compare high-quality collaborative governance case studies. This article is an introduction to the database, exploring its design, opportunities and limitations. This article is also an invitation; inviting all researchers to freely use the cases in the database for their own research interest and to help strengthening the database by adding new cases there are eager to share with colleagues.
In this article, we utilize the Collaborative Governance Databank to empirically explore core theoretical assumptions about collaborative governance in the context of crisis management. By selecting a subset of cases involving episodes or situations characterized by the combination of urgency, threat, and uncertainty, we conduct a plausibility probe to garner insights into a number of central assumptions and dynamics fundamental to understanding collaborative crisis management. Although there is broad agreement among academics and practitioners that collaboration is essential for managing complex risks and events that no single actor can handle alone, in the literature, there are several unresolved claims and uncertainties regarding many critical aspects of collaborative crisis management. Assumptions investigated in the article relate to starting-points and triggers for collaboration, level of collaboration, goal-formulation, adaptation, involvement and role of non-state actors, and the prevalence and impact of political infighting. The results confirm that crises represent rapidly moving and dynamic events that raise the need for adaptation, adjustment, and innovation by diverse sets of participants. We also find examples of successful behaviours where actors managed, despite challenging conditions, to effectively contain conflict, formulate and achieve shared goals, adapt to rapidly changing situations and emergent structures, and innovate in response to unforeseen problems.
