Indigenous schools in Brazil aim for equitable education between the national and indigenous communities. With 3,411 such schools in 2022 across regions, they cater to the entire indigenous population. However, compliance with legislation to balance indigenous culture within education is lacking, as evidenced by meticulous scrutiny of School Census data. Our research indicates that the Indigenous school program neglects constitutional obligations to value Indigenous culture, potentially leading to acculturation. Suppression of indigenous pedagogical materials and native languages is concerning, revealing a troubling link between these actions and prevailing far-right Brazilian political ideologies. The study employs School Census data from 2009 to 2022, using chi-square tests to assess the connection between political ideology and the manipulated variables, supported by sophisticated descriptive statistical techniques.

Are there populist parties in Brazil? Despite the common perception of personalistic electoral connections, the literature suggests that parties play a crucial role in legislation and voting choice. However, Brazilian parties are overlooked in populism studies. This article adds to the literature by analyzing populism in Brazilian election manifestos between 2010 and 2022. Through a man-machine content analysis application, it finds that populism is used by only a few parties, predominantly among radical left parties. The article also explores populism within mainstream parties during the 2018 elections. Despite not representing a threat to democracy due to limited influence, the existence of populist parties challenges the misconception that populism in Brazil is solely about leadership.

Resumo: A prerrogativa do presidente de nomear os ocupantes dos cargos de direção do governo, entendida por alguns autores como a politização da burocracia, consiste em um recurso de poder estratégico que pode viabilizar o controle presidencial sobre a produção de políticas públicas, a estrutura administrativa, e formas de recompensa a apoiadores e aliados políticos. Considerando, então, estes diferentes interesses capazes de influenciar a composição de centenas de cargos desta natureza no Executivo, instiga-se investigar, em um primeiro passo, como o presidente controla as nomeações para os cargos centrais da burocracia. Com base em uma perspectiva de análise ainda pouco explorada nos estudos sobre o tema no Brasil, que ressalta o papel da estrutura de assessoramento presidencial no processo de provimento dos cargos de livre nomeação, este trabalho tem o objetivo exploratório de descrever e examinar, por meio de análise documental, as regras formais que regem o provimento da alta burocracia, detalhando as diferentes etapas deste processo, o escopo das atribuição delegadas aos órgãos da presidência e as formas de controle sobre as nomeações em diferentes governos. A conclusão aponta que os presidentes, ao longo do tempo, estruturaram uma capacidade de controle mais rigorosa, que favorece o escrutínio e a avaliação das indicações antes de proceder à nomeação. Ao mesmo tempo, essa capacidade é suscetível à ampla discricionariedade do presidente.
