Les chercheurs francophones ne s’intéressent réellement à la politique étrangère canadienne (PEC) que depuis quelques décennies. Comment se sont-ils intégrés au champ de la PEC ? Quelles sont leur place et leur spécificité ? En quoi se différencient-ils des chercheurs anglophones ? Cet article offre une réponse à ces questions grâce à une analyse du Canadian Foreign Relations Index, qui recense plus de 50 000 travaux en PEC depuis 1945. Une telle analyse montre la progression de la contribution des francophones, leurs domaines de spécialisation, leur langue de travail, la nature de leur contribution, les lieux où ils publient, etc. Une comparaison avec les chercheurs anglophones permet d’étudier la division linguistique dans le champ de la PEC. Cet article présente la méthode et les résultats de cette analyse. Certains enjeux liés à l’usage de l’anglais par les francophones sont également discutés.

“…Given that Canada is a multi-national state, there is a powerful argument to be made also about the two dominant linguistic communities in Canada and their interaction (Turenne-Sjolander 2008;D'Aoust 2011). D'Aoust makes a larger point that Nossal, Porter, and others make the fundamental assumption that the francophone IR community is a rump to the anglophone IR community, and that any sense of a 'national' perspective could not by definition include writings in French (although could include French writers in English).…”

Critical security studies is an established interest that brings together a variety of disciplines and theoretical approaches to bear on the ubiquitous deployment of security discourses and practices in the post-9/11 world. This article maps scholars working in critical security studies in Canada and addresses the potential of collaborative spaces for research of this community, particularly in contradistinction to the Paris and Copenhagen schools, as set out by the c.a.s.e. collective. Important issue clusters include: a concern with the post-colonial, particularly First Nations; environmental and ecological security, a network of issues surrounding the border, refugees, immigration, and multiculturalism; and human security, global governance, and intervention.

“…33 In Roussel's analysis of Canadian Foreign Policy texts, he shows us that of the 7844 references in 266 English-language Canadian Foreign Policy texts, there were a total of 61 references in French, 34 and notes that the ''literature in English about Quebec's international involvement is minimal.'' 35 Sjolander's 2007 analysis 36 of over 50 Canadian Foreign Policy course outlines shows the dominance of English-language readings in francophone Canadian Foreign Policy outlines, and reveals, as Claire Turenne Sjolander and I noted in 2010, the complete absence of ''French-language material from courses taught in English.'' 37 This overwhelming absence of the francophone voice and experience in Canadian Foreign Policy has been somewhat disrupted by the publication of Kim Richard Nossal, Ste´phane Roussel, and Ste´phane Paquin's Politique internationale et de´fense au Canada et au Que´bec 38 which has been translated into English.…”

Adopting a narrative approach, I describe how doing research on the Highway of Tears, which exposed me to Indigenous method and theory, required of me an unlearning of core assumptions about who I was as a scholar. In addition, the ongoing process of unlearning has only reinforced my view that we must be mindful about the ways in which the field of Canadian Foreign Policy (CFP) has the potential to construct images of Canada that marginalize francophone, feminist, and Indigenous voices and perspectives. We need to embrace the complexity of our country and tell stories that problematize dominant, and often simplistic, narratives.
