This paper examines issues faced by Jamaican telecentres in their ongoing operations as their roles evolve to address new issues that may arise in communities they serve. An empirical study was conducted through interviews with a range of stakeholders including telecentre users, telecentre staff, development partners, government representatives and community host organizations, and participants in a conference of community access points. A thematic framework of issues that arise as the roles of telecentres evolve and the relationships between these issues was developed through content analysis. This study contributes to theory and practice by a) the use of content analysis to discover and explicate key issues faced by telecentres as they aim to fulfill their development mandate; b) support for the role of telecentre staff in enhancing participation by community stakeholders, c) the identification of core capabilities, grounded in social context, for effective, socially sustainable telecentre operations and d) the identification of the dynamic capabilities theory as an appropriate theory that can inform future telecentre research.

Information and communication technologies are being utilized to support social and economic development in marginalized communities in developing countries. In this paper, we explore an emerging role for telecentres - that of community mediation. Our research is based on empirical observations through a field study, and an analysis of local newspaper articles. We investigate ways in which these community mediation strategies through telecentres may support social inclusion and development of social capital. The evolving role of telecentres in the area of peace-making suggests that the factors explored in this study will be of interest to researchers and practitioners in telecentre implementations.

Telecentre effectiveness is highly related with involvement of people in the community and has been measured by the socio-economic benefit gained from the telecentre. One of the important aspects that are often overlooked in the assessment of telecentre effectiveness is the technological change. It is referred to as the overall process of continuous invention, innovation and diffusion of technology that aims at improving the quality of telecentre operations. This paper presents a conceptual model of technological change on telecentre effectiveness. In achieving this, extensive reviews of literature on related concepts were performed. Several elements of technological change that are expected to have impact on telecentre effectiveness were identified. These elements were categorized into three dimensions of technological change process, which are in accordance with the Linear Model of Innovation namely invention, innovation and diffusion. This model can be used as a basis towards getting empirical evidence on the impact of technological change on telecentre operations.
