The study aims to test whether increasing a share of R&amp;D expenditure in GDP strengthens the level of innovation development in Ukraine compared with top countries in the Global Innovation Index. It models the impact of changing a share of R&amp;D expenditure in GDP on the level of innovation development based on 10 countries-leaders in GII 2022 and Ukraine. Correlation analysis proved the existence of a relationship between the levels of R&amp;D expenditure (as percent of GDP) and innovation development (the overall score of GII); its strength and direction are characterized (for 2011–2020). The results show that in GII’s top countries, the relationship between innovation development and R&amp;D expenditure is direct in 70% of the sample’s countries, mostly with high and very high relationship power without time lag or 1-2-year time lag. This relationship is inverse in Ukraine, with high relationship power and a 1-year time lag. The system dynamic linear panel-data model is built to determine and formalize the impact of changing a share of R&amp;D expenditure in GDP on the level of innovation development for GII’s top countries and the linear regression model – for Ukraine. For GII’s top countries, it is confirmed that with an increase in R&amp;D expenditures by 1%, innovation development potentially increases by an average of 2.71%, and in Ukraine – it decreases by an average of 4.8%. This discrepancy is explained by the need to improve state policy and regulatory framework in innovation development and its financing in Ukraine.

The global climate crisis poses an existential threat to the natural ecosystem and the entire humanity, while new effects (Covid-19, war in Ukraine, etc.) and factors increase the risk to national security and public stability in the EU countries and beyond. The most important global challenge of our time has prompted the formation of climate change management policies around the world; international agreements have been concluded for this purpose. In 2015 the Paris Agreement was signed and the United Nations General Assembly approved the United Nations Agenda for Sustainable Development until 2030. The goal 13 "Take urgent action to combat climate change and its effects" and tasks for the implementation of this goal were established and approved by the EU legal acts. The European Green Deal was initiated to define the EU's vision of creating a climate-neutral economy by 2050. Those interested in climate change and the green course often raise the question of whether everything possible has been done to prevent (stop) or eliminate climate "erosion" processes. To climate change sceptics, these documents or efforts may seem excessive (and expensive), but it is important to determine whether the full-fledged, comprehensive or targeted communication is available in the EU, whether the dissemination of public information about the processes of the green deal is sufficient and what the management of this information entails. This is because information management is one of the most important components of the successful implementation of the Green Deal. The supreme audit institutions of the EU countries conducted assessment of EU countries in preparation for the implementation of the Sustainable Development Goals (SDGs). The assessment of the public's knowledge and understanding of the EU green deal was performed using a uniform, approved and generally accepted control model. The article aims to analyse the role of information management in implementation of the Green Deal in the EU and the US by distinguishing the 2020-2022 period of global COVID-19 pandemic based on a Lithuanian case study.

Purpose. The work aims to build a profile of the competitive strategy of inland water transport of Ukraine and its economic justification. Methodology. The theoretical and methodological basis of the study was the fundamental scientific principles of general economic theory and transport economics, works by domestic and foreign scientists in the field of competitive strategies, economic justification of competitive strategy profiles, and sustainable economic development. We used methods such as “SNW”, “SPACE”, and “ADL” to solve the tasks of our research. The information base of the study consists of: collected, processed, and summarized primary materials of economic research, official statistics, monographs, and scientific and analytical articles of domestic and foreign authors. Findings. The work determines the economic essence of the competitive strategy profile. The profile of the Ukrainian inland water transport competitive strategy was constructed. The profile by the method of “SNW” was analyzed and economically justified by the “SPACE” and “ADL” methods. In the context of European integration, a system of strategic recommendations for the Ukrainian inland water transport competitive strategy formation was proposed. Originality. In this work, the methodological approach to building a profile of competitive strategy of inland water transport of Ukraine was further developed, which, in contrast to existing methods, includes critical elements of competitive potential, such as natural resource, production, labor, institutional, innovation and investment ones. This allows a comprehensive assessment of the results of economic threats and dangers in its use. The proposed system of recommendations for forming a competitive strategy, which will allow positioning Ukraine’s inland water transport in the European market of transport services in terms of European integration. Practical value. The presented results of the study can be used to improve the management system of Ukrainian inland waterway transport, in particular, in the part of selecting the most appropriate models of financing costs for the implementation of competitive strategies of water transport in Ukraine in the conditions of structural changes in the macro-environment in the context of overcoming the consequences of military aggression in the period of post-war recovery of Ukraine.
