Purpose Many recent social media posts and news may create a perception of big success in the use of blockchain for the real estate industry, land registration and protection of titles and property rights. A sobering outlook is crucial because misleading concepts may bury the whole idea of blockchain use. This paper aims to research the possibilities of blockchain and other distributed ledger technologies (DLT) and applicability of these technologies for different purposes in real estate, property rights and public registries. Design/methodology/approach This research is framed with policy studies and focuses on property rights, land registration regulatory framework and information and communication technologies innovations. The context of this paper is decentralization which has been developed in political science studies and the role of blockchain and DLT in it. Therefore, the provided analysis of blockchain and DLT is interdisciplinary research to interpret the facets of DLT technologies in the context of real estate and land title registration. Findings Permissioned and private DLT systems cannot be considered a significant evolutionary step in government systems. Blockchain, which is distinguished from permissioned systems as the technology of the immutable ledger that does not require authorities, is a new word in governance. However, this technology has some principal features that can restrain its implementation at the state level and thus require further research and development. The application of blockchain requires a proper architecture of overlaid technologies to support changes of outdated and mistaken data, address issues of digital identity and privacy, legal compliance and enforceability of smart contracts and scalability of the ledger. Originality/value This paper shows the constraints of the technology’s properties which were not explained before in the context of title rights and land registration even though technological limits are known in more specific technical sources. Along with the known benefits this meant to help to avoid misinterpretation of some DLT features by non-technical people. A multidisciplinary approach in analyzing the technology and laws helped to better understand what can and cannot be beneficial for public registries and the protection of property rights. The presented outcomes can be laid down as requirements for the technical protocols aimed at addressing the issues of DLT and public policies to put blockchain at the service of society.

In this paper, we propose a methodology and algorithms for search and rescue mission planning. These algorithms construct optimal areas for lost person search having in mind the initial point of planning and features of the surrounding area. The algorithms are trained on previous search and rescue missions data collected from three stations of the Croatian Mountain Rescue Service. The training was performed in two training phases and having two data sets. The first phase was the construction of a regression model of the speed of walking. This model predicts the speed of walking of a rescuer who is considered a well-trained and motivated person since the model is fitted on a dataset made of GPS tracking data collected from Mountain Rescue Service rescuers. The second phase is the calibration of the model for lost person speed of walking prediction with transfer learning on lost person data. The model is used in the simulation of walking in all directions to predict the maximum area where a person can be located. The performance of the algorithms was analysed with respect to a small dataset of archive data of real search and rescue missions that was available and results are discussed.

The challenge to enhance the use of Information Communication Technology (ICT) in the Brazilian Federal Public Administration involves not only technological issues but also staff training, adaptation to new culture, and understanding of processes. Furthermore, knowledge must be well aligned and articulated so that ICT resources are applied efficiently and effectively, meeting the needs of society, ensuring the provision of quality public service and, above all, providing better conditions for the exercise of functions performed by employees. This article presents an account of the implementation of the ICT processes in a State Company based on the ICT Governance Kit proposed for the Secretariat of Coordination and Governance of State Companies. During the execution of the case study, we surveyed the initial diagnosis of the processes performed by the State, as well as brainstormings and semi-structured interviews to help the implementation process. The diagnosis made it possible to identify the level of maturity of the existing ICT processes in the State and to verify if they were being carried out in the best possible way. The driving dynamics worked as a pilot, allowing the exchange of knowledge between teams, improvements suggestion in some processes of the Kit and the definition of a proposed methodology for the implementation of the Kit that could serve as a model to be used by other States which will implement the Kit. Lastly, the processes contemplated in the Kit were considered adherent by the execution team (State employees specialists in ICT Governance who participated in the implementation process), and the suggested artifacts were validated.ICT has been consolidating itself as a strategic asset, integrating resources, processes, methods, techniques to obtain, process, store, disseminate, and make use of the information [3]. From this point of view, ICT Governance guarantees the excellent and regular management of ICT services, which are deployed to meet the corporate strategy of an organization. However, this alignment is only feasible with a structured planning that reflects how the ICT will contribute, through the achievement of its goals and actions, to the achievement of the organizational purposes. Thus, it is pertinent and relevant to develop the maturity of the technologies used by the information systems, as well as the management and governance processes associated [4].In order for ICT assets to perform well in an organization, the existence of transparency is essential in the information managed and should be made available to society.
