This article investigates the lack of certainty regarding the success of smart city development in the Government of Indonesia’s regions. The authors suspect that developing smart cities in each region ran independently and nationally, without a unifying strand of knowledge and information system leadership models. Based on these statuses and circumstances, this research examines these phenomena with two critical perspectives: The cognitive model of double-loop learning of smart city development and a dexterous strategy in terms of political economy. Consequently, this study finds that the regions developing a smart city act according to the statuses: Working with only fiscal budget readiness, cognitive models in the decisions to create future works, excessive caution about accruing potential future benefits, and null regulatory leadership in terms of guidelines. Thus, this study concludes that regions develop smart cities in their self-imagination without profound directional boundaries.

A B S T R A C T Nowadays, the transformations of metropolises into smart cities is a crucial factor in improving the living conditions of the inhabitants. The goal of the smart city concept is modern urban management using technical tools that offer state-of-the-art technologies, considering the applicable ecological standards while saving resources and achieving the expected results. The purpose of this article is to identify the areas of research analysed in the international literature in the field of smart cities. The bibliometric analysis was carried out to achieve the purpose. The analysis covered publications on smart cities published in Scopus and Web of Science databases from January 2009 to May 2019. Based on the bibliometric analysis, a bibliometric map was developed using the mapping technique VOS -the visualisation of similarities. Original clusters were created using the VOSviewer software. The present study seeks to explore the concept of “smart economy” through the definition of the smart city. It also presents smart city subsystems and the smart city model. It focuses on smart and creative startups within the smart city model. The research examines medium-sized cities in the Visegrád countries (Czech Republic, Slovakia, Poland, Hungary) with a population ranging from 100,000 to 1 million inhabitants for startups. The research question is: Where are the medium-sized cities in the Visegrád countries that are both startup centers and smart cities? In the course of the research, the term “smart cities” was based on the definition set by the European Commission and the definition of startup centers was made using data analysis of the American Crunchbase database. As a result of the two studies, it can be concluded that there are no cities in the Visegrád countries with an above average level of both startup presence and smart cities.
