The Responsiveness and the Ability of “Kampung Tangguh Bencana” in Handling Flood in Yogyakarta City

Abstract: Yogyakarta City is passed by three rivers, i.e. Winongo River, Code River, and Gajahwong River. Due to that geological condition, Yogyakarta City is prone to annual flood more often than the other types of disaster. Dealing with the risk, the Yogyakarta City Government introduces Kampung Tangguh Bencana or disaster resilient villages (DRV). DRV is a village which has an ability to identify hazards in its environment and is able to organize the human resources in reducing the susceptibility as well as increasin… Show more

“…Therefore, assuming mining activities are not properly managed, the soil becomes susceptible to erosion, which results in landslides. This follows previous research, which stated that the government's role in making a regulation is necessary to form a disasterresilient area (Sulistiyani et al, 2017).…”

“…The government plays a critical role in enhancing the community's ability and capacity to cope with any form of disaster, including early prevention, peace and order, safety, health, psychological conditions, job, and social ties (Indrayani and Wasistiono 2021). A region is considered good, supposing it can identify environmental hazards, organize communities to reduce vulnerability, and increase its capacity to curb certain risks (Sulistiyani, Yuliani, and Yuliana 2017). However, by understanding the actions taken in response to root problems identified in the research area, it is hoped that these can overcome or reduce the risk of disasters that frequently occur in Indonesia's largest marble-producing region.…”

“…The responsibility of stakeholders in empowerment can be seen from their respective roles. According to (Sulistiyani et al , 2017, p. 97), the three stakeholders who have the most roles in empowerment are the government, society, and the private sector – where the community participates in the formulation, implementation, monitoring and evaluation. The government is responsible for the formulation and determination of policies, implementation, monitoring and evaluation as well as mediation, while the responsibility of the private sector is to contribute to the formulation, implementation, monitoring and evaluation.…”

“…Building a "disaster-resilient community" is one of the projects that have been implemented to meet this goal. This village is planned to be a village that can inform disasters in its area and manage community resources to reduce vulnerability and increase disaster risk capabilities (13)(14)(15)(16). A disaster-resilient community has been formed in Bengkulu Province, especially in the Sepang Bay Coastal area, which is located right near the Indian Ocean.…”
