Abstract. Dako FX, Purwanto RH, Faida LRW, Sumardi. 2019. Community’s social capital in the management of Mutis Timau Protected Forest in Timor Island, Indonesia. Biodiversitas 20: 2177-2187. The social capital of the community around Mutis Timau Protected Forest in Timor Island is unexplored. In fact, its social capital plays an important role to support sustainable management of the forest viewed from the ability of the community to work together in achieving common goals in groups and organizations. This study aimed to investigate the elements of community’s social capital (i.e. norms, beliefs, and networks) in nine villages located in and around Mutis Timau Protected Forest administratively managed by the Forest Management Unit of South Central Timor District using quantitative survey approach. The result of the study showed that two villages have strong social capital while seven villages have moderate category. Overall, the communities have strong level on the elements of trust in individuals and others, and knowledge and understanding on unwritten rules, but have moderate level on the elements of written rules/regulations, trust in institutions and regulations, organizational network, and participation network. Community participation increases the understanding of written rules, institutional trust and improves the development of social networks (organizational networks and participation) between groups. This results can be used as a reference for the Forest Management Unit of South Central Timor District when developing cooperation with communities that have traditional knowledge and local wisdom through norms, beliefs, and networks in managing and utilizing natural resources in Mutis Timau Protected Forest. Furthermore, the involvement of people with social capital in managing Mutis Timau Protected Forest can maintain forest sustainability and improve community welfare.

Fenomena perang suku yang dilakukan Masyarakat Tradisional di Papua sudah lama terjadi. Perang suku merupakan jalan terakhir yang diambil ketika penyelesaian suatu masalah secara musyawarah tidak dapat diselesaikan atau pihak yang berkonflik memang “musuh” secara permanen. Tindakan yang dilakukan dalam perang suku tersebut merupakan perilaku agresi. Perilaku agresi ialah perilaku yang bertujuan guna melukai orang lain baik secara fisik maupun verbal. Berdasarkan hasil studi literatur ditemukan bahwa penyebab perilaku agresi pada budaya perang suku adalah karena faktor internal, eksternal, stressor lingkungan dan situasiasional. Pada faktor internal, perilaku agresi muncul akibat masalah yang mengancam harga diri, kemudian masalah ini disosialisasikan dengan muatan emosi sehingga memicu perang suku. Pada faktor eksternal telihat bahwa sejak anak-anak, masyarakat tradisional sudah belajar berperang dari lingkungan sosialnya dan mendapatkan penguatan positif ataupun negative yang turut meningkatkan perilaku agresi. Pada kondisi stressor lingkungan, perilaku agresi muncul akibat kompetisi populasi terhadap sumber daya yang terbatas. Pada faktor situasional dijelaskan bahwa perilaku agresi disebabkan oleh miras, provokasi konflik politik dan lain-lain. Keseluruhan faktor di atas tidak akan terwujud dalam perilaku agresi apabila tidak ada faktor pemicu yang dianggap oleh masyarakat tradisional telah merugikan aspek social-ekonomi atau melanggar norma adat yang berlaku.

Protected forests play an important role in supporting human life, protecting land and water and preventing the dangers of flooding and landslides, but a lot of conversions have taken place today. Research-based on techniques for observation, interviews, and case studies. Measurement of respondents' perceptions and attitudes is carried out using instruments in the form of questionnaires that refer to the Likert scale. Data analysis was performed descriptively to describe the level of perception, attitude with simple non parametric linear regression. Maruni protected forest has the potential of limestone with 11 mineral elements, 5 of which are the largest Ca (93.62%), Si (2.45%), Mg (1.58%), Al (0.97%) ) and K (0.47%). This forest allows conversion area, from an area of 969.84 ha with limestone potential of only 250 ha (25.78%), another 719.84 ha (74.22%) can still be designated as a protected forest. The public perception of conversion to cement mining was 59.03% negative, 14.83% neutral and 26.12% positive. While the attitudes of the community 43.1% accept, 38.94% neutral and 47.92% reject the conversion to become cement mining. The community hopes that there will be economic improvement, community empowerment and employment, especially affected communities.
